The opposition on Tuesday moved a no-confidence motion to remove Lok Sabha Speaker Om Birla from office, amid continued obstruction from the lower house.

(PTI)In a notice submitted by Congress leaders K Suresh, Gaurav Gogoi and Md Javed to Lok Sabha Secretary General Uppal Kumar Singh, The opposition accused Birla Acting “manifestly in a biased manner” while conducting the business of the House.
The leaders highlighted that Leader of the Opposition Rahul Gandhi is “almost constantly not allowed to speak”, while also citing the suspension of eight opposition MPs from the Lok Sabha.

We, the undersigned, hereby give notice of a motion for the removal of Shri Om Birla from the office of Speaker Lok Sabha, in terms of the provisions of Article 94(c) of the Constitution of India, on the ground that he is conducting the business of the Lok Sabha in a manifestly partisan manner. On several occasions, leaders of opposition parties were simply not allowed to speak, which is their basic democratic right in Parliament.

Despite our requests, no action was taken against this particular Member of Parliament, who is a habitual criminal.
4. On 5 February 2025, Shri Om Birla, inter alia, made the following observations after the motion of thanks in the President’s Address was adopted by a voice vote.
“Honorable Members, I am deeply saddened to inform this House that the kind of behavior exhibited by some Members of this Honorable House yesterday in the Lok Sabha Chamber and the scenes created are unprecedented in the entire history of the Lok Sabha since its inception.
The prestigious position of Speaker of Parliament in our parliamentary system is recognized in the constitution of our country itself. Historically, political differences have never been brought to the Speaker’s office. The behavior displayed by members of the opposition in the Speaker’s office was not in keeping with our parliamentary traditions; Rather, I would say it was like a black spot.
All of us should cooperate to ensure smooth functioning of the House. Later, when the Leader of the House will react to the speech of His Excellency the President, I have received credible information that several members of the Congress Party may reach the seat of the Hon’ble Prime Minister and do some unexpected things. I also witnessed this scene in the House.
Such an incident would have been a very unpleasant scene that would have shattered the democratic tradition of our country. To prevent this, I have requested the Honorable Prime Minister not to come to Parliament. As the Presiding Officer of the House it was my duty to uphold the highest traditions and dignity of the House.
It is in no way appropriate for the Assembly not to address the Leader in the House. By agreeing to my request and remaining absent, the Speaker saved the House from an unpleasant scene. For this I express my gratitude to the honorable Prime Minister for accepting my suggestion.”
The said comments clearly make false allegations against members of the Indian National Congress and are derogatory. The Speaker, who is supposed to be the custodian of the rules of procedure and rules of parliamentary decorum, chose the floor of the House to make such a statement, indicating abuse of this constitutional office.
