The incident sparked outrage over the Janakpuri death, prompting the Delhi government to announce an eight-point security framework aimed at preventing such incidents in the future.

The man had been lying in the hole since Monday, eyewitnesses claimedAn eyewitness, who said he dialed 112 to alert the police, claimed the worker had been lying in the pit since Monday. He alleged that the police arrived at the scene shortly after his call, even though the man’s friends had informed the authorities earlier.

“I came to know that a man fell into a pit, but the police did not inform any department. After I reached here, I dialed 112. After that, the whole department arrived. However, when I first came here, several officers were already present. The man had been lying in the pit since yesterday. His friends informed the police administration at 4 pm today, but action was taken only after I called the ANI agency.”

He said that after his call, the officials reached the spot and quickly covered the open drains.

“The incident happened yesterday. After coming here, we saw that the DDA officers had come and brought manhole covers with them. They were hastily covering the open drains. At that time, only one beat officer was present, and there were private tankers. On questioning, they told us that the department was still on the way, even though they were called at 4 pm. I dialed in 112 minutes and the whole body was recovered. From 8 8.30 pm,” he added.

Teams of Delhi Police and Delhi Fire Service have been dispatched to the spot. Kumar was pulled out of the drain at around 9 pm, but doctors declared him dead.

Deputy Commissioner of Police (Rohini) Rajeev Ranjan had earlier told HT, “We received information about a person falling into the drain near Mahashakti Kali temple in Sector 32, Begumpur. After about six hours of effort, the victim was rescued, but he was already dead.”

Officials aware of the investigation said that a friend was also with Kumar at the time of the incident. During questioning, the friend, identified as Budhan Das, told investigators that he and Kumar had been drinking for most of the day on Monday, as mentioned in one. Earlier HT report.

An official said Das told them that he realized that Kumar had fallen into the drain only after regaining consciousness on Tuesday afternoon.

Police said that the sewer is about 14 feet deep and is maintained by the DDA. Initial checks indicate that the manhole was open at the time, although investigators are still checking this detail.

A case under the section related to causing death due to negligence has been registered and the police said witness statements are being recorded.
