From a student activist in Kanakapura in southern Bengaluru district to becoming the 25th Chief Minister of Karnataka, DK Shivakumar’s four-decade journey has been marked by turmoil, triumphs and unwavering loyalty to the Congress party.

From the dusty alleys of Doda, the 64-year-old leader survived electoral setbacks, imprisonment, and endured a long struggle to reach the highest position he had long coveted.

The hard-line congressman has spent years building his image as an effective organizer capable of delivering victories and protecting the party during its most difficult moments.

After the Congress swept the 2023 Assembly elections by winning 134 seats, Shivakumar has emerged as a major contender for the chief minister’s post.

However, the party leadership eventually chose Siddaramaiah, appointing Shivakumar as deputy chief minister while entrusting him with key posts and allowing him to continue as Karnataka Pradesh Congress Committee president.

Almost immediately, reports emerged of a power-sharing arrangement under which Siddaramaiah would lead the government for the first half of the term before making way for Shivakumar. Although neither leader publicly acknowledged this understanding, speculation continued throughout the government’s term.

The debate intensified after the Congress government completed two-and-a-half years in power in November 2025, sparking renewed debates on succession and exposing the competing power centers within the state unit.

For Shivakumar, known as ‘Kanakapura Pandey’ (Kanakapura Rock), patience has become a political necessity.

His career has been defined as much by endurance as by electoral success.

After unsuccessfully contesting the 1985 Assembly elections from Sathanur against political heavyweight and former Prime Minister HD Deve Gowda, he entered the Legislative Council in 1989 at the age of 27 and went on to win eight consecutive Assembly elections, a feat that few Karnataka politicians could match.

His first ministerial assignment was in the S Bangarappa government where he held the prisons portfolio. The then Chief Minister Bangarappa expected that Shivakumar would one day hold the highest political office in the state.

Over the years, he consolidated his position as the most influential Vokkaliga leader in the Congress Party and became indispensable to the party’s organizational machinery.

His reputation as a “troubleshooter” for the Congress was enhanced in 2017 when the party gave him the politically sensitive task of housing and protecting 42 Gujarat Congress MLAs in Bengaluru ahead of the Rajya Sabha elections.

The operation ensured the victory of Congress candidate Ahmed Patel and raised Shivakumar’s status within the party’s national leadership.

This period also marked the beginning of a long period of legal and political problems. Income tax raids, Enforcement Directorate investigations, and his arrest in a money laundering case in September 2019 have tested his political future and personal resilience.

Shivakumar spent 50 days in Delhi’s Tihar Jail, a period that many observers believe could dilute his influence within the Congress. However, his standing within the party appears to be growing.

Recognizing his organizational abilities, the Congress leadership appointed him Karnataka Congress president in 2020, at a time when the party was facing one of its lowest phases in the state.

The Congress won only one of the 28 Lok Sabha seats in Karnataka in 2019, the Congress-JD(S) coalition government collapsed, and several lawmakers defected, helping the BJP return to power. At this point, Shivakumar was tasked with rebuilding a demoralized organization.

The turnaround came in 2023 when Congress returned to power with a decisive mandate. He followed this up by helping improve the party’s tally in Karnataka’s Lok Sabha from one seat in 2019 to nine seats in 2024.

Political observers say that these electoral successes greatly strengthened his claim to the position of prime minister.

Shivakumar, a religious leader known for his frequent visits to temples, has often spoken about faith during the period of uncertainty surrounding the leadership transition.

“God neither curses nor blesses. He only gives us opportunities. We decide how to exploit them,” Shivakumar often says. He never questioned his association with the RSS during his childhood days and even sang the RSS anthem within the association.

When he was subjected to severe criticism from party leaders, he apologized.

As speculation mounted over the prime minister’s position, he repeatedly expressed confidence that perseverance would ultimately be rewarded.

Shivakumar was born on May 15, 1962, in Doda Alahalli village near Kanakapura in Kempegowda, Goorama, and entered public life during his college years in the early 1980s.

After more than four decades, after going through electoral battles, internal party rivalries, defections, investigations, and imprisonment, he finally reached the position he had long aspired to occupy.

He has the daunting task of strengthening the party again in the next two years to ensure Congress returns to power in 2028.
