Bhubaneswar, Odisha Chief Minister Mohan Charan Majhi on Saturday unveiled an economic plan for the Bhubaneswar-Cuttack-Puri-Paradwip Economic Zone and said the initiative would be the state’s laboratory for development and prosperity.

While Bhubaneswar is booming in technology, Cuttack is the business hub of the state. Puri is known for its cultural heritage and tourism potential, while Paradip has emerged as a port-based economy.
“Now our plan is to connect the region with modern infrastructure, and take up different projects in each city. More than 80 projects are planned, such as metal downstream, biotech, textile, chemical, tourism, education and IT,” the chief minister said.
Stating that the Niti Aayog has prepared the economic plan for BCPPER, Majhi said more than 30 policy initiatives will be taken to bring development and prosperity to the entire region.
The Chief Minister said that the central government has allocated in its 2026-27 annual budget ₹5,000 for each city economic zone in the country.
Appreciating the impact of the “double engine” in Odisha, Majhi said, “Niti Aayog has already approved our plan and included BCPPER in the CER initiative.”
The Chief Minister pointed out that currently the region’s economy is 19 percent of the entire economy of Odisha. “The target is to make the region’s economy worth $500 billion by 2047,” the chief minister said.
He said the central government and NITI Aayog will make the region a hub for economic transformation.
Niti Aayog member Rajeev Gauba said that the BCPPR project is the main pillar of building a better Odisha. BCPPER has been placed among the top five while there are 20 major city development proposals in the country. If this region grows, the people of this region will also develop. The standard of living of the people will improve, he said and advised the state government to implement the zone quickly.
NITI Aayog CEO BVR Subrahmanyam thanked the state government for its efforts and said that 70 to 80 percent of our GDP comes from urban areas.
“Our aim is to include more than half of our population in urbanization by 2047. This is NITI Aayog’s fifth project after Mumbai, Surat, Visakhapatnam and Varanasi,” he said.
Odisha Housing and Urban Development Minister KC Mohapatra, Chief Secretary Anu Garg, Housing and Urban Development Principal Secretary Usha Padhi and other officials were present on the occasion.
