John Edwards has resigned as the UK’s Information Commissioner after an independent workplace investigation found there was a “case to answer” in relation to allegations about his behaviour.In a statement announcing his departure, Edwards admitted that some of his attempts at humor were “inappropriate and caused offence,” adding that he exercised “poor judgment” on certain occasions.
“The position has become untenable”
The regulator, which has led the Information Commissioner’s Office (ICO) since January 2022, said it had informed Technology Minister Ian Murray of his decision to step down as Information Commissioner and chair of the Information Commission with immediate effect.“Although I did not agree with the way this investigation was conducted, I accept that my position has become unacceptable,” Edwards said in a statement posted on LinkedIn.He added that he does not want to become a distraction to the work of the regulatory body at a time when the regulatory body faces increasing responsibilities around artificial intelligence, data protection and online privacy.
The investigation sparked the suspension of duties
Edwards had already stepped down from his position last February after launching an independent investigation into human resources matters.
Earlier this month, the ICO confirmed that the investigation had concluded and decided there was a “case to answer”, resulting in Edwards being temporarily stripped of his remaining responsibilities pending further action.Neither the ICO nor the Department of Science, Innovation and Technology (DSIT) has publicly disclosed details of these allegations.
Government: Behavior was below expected standards
Following the resignation, a DSIT spokesperson said the government expects the highest standards of conduct from senior government officials.“Mr. Edwards has acknowledged that his behavior fell below these standards,” the spokesman said, confirming his immediate resignation from his position.For the time being, Deputy Commissioner and Chief Executive Paul Arnold will continue to carry out statutory Commissioner duties until a successor is appointed.
IEA under pressure over data protection record
The resignation comes amid growing criticism of the ICO’s handling of data protection complaints.Campaign groups Good Law Project and Open Right Group (ORG) recently challenged the regulator, accusing it of failing to adequately investigate thousands of complaints made by members of the public.In response to Edwards’ exit, Jim Kellock, executive director of the ORG, said the government should seize the opportunity to appoint a stronger regulator committed to enforcing data protection laws, including against government departments.
Edwards defends legacy
Despite the controversy, Edwards said he remained proud of his tenure and the work done by ICO staff.“Although I will no longer be able to continue this work in my current role, my commitment to the principles, values and goals that have guided my career has not changed,” he said.
