7-Year Visa Fraud Scheme Revealed in Texas: 2 People Charged Over Fraudulent H-1B and Green Card Applications

US federal prosecutors say a North Texas visa counseling operation ran a years-long scheme involving fraudulent immigration filings tied to work visas and employment-based green cards.According to court documents, two men, Abdul Hadi Murshid and Muhammad Salman Nasser, have been charged in connection with a major immigration scam based in the Dallas area.The case was filed on May 21, 2025 in Texas. Prosecutors allege the scheme continued for more than seven years, from January 1, 2018, until May 21, 2025.Federal prosecutors say the defendants filed or helped submit false immigration applications for foreign citizens who wanted to live and work in the United States.

These applications included applications for H-1B work visas and employment-based green cards under the EB-2 and EB-3 categories.

According to the indictment, the defendants “engaged in a scheme to commit visa fraud to enrich themselves and others, and to fraudulently obtain individuals’ entry and immigration status into the United States.”Prosecutors allege that the men prepared or arranged to submit immigration documents that contained false information.

“That is, Murshid, Nasser, and others submitted and caused to be submitted false and fraudulent visa applications for individuals who were not citizens of the United States… so that the visa applicants could enter and remain in the United States,” the indictment said.Authorities allege that some of the documents included false details about job offers, job roles, or qualifications of foreign workers. The H-1B visa program allows foreign citizens to work temporarily in specialized occupations in the United States.

Employers must first submit a labor certificate to the United States. Department of Labor, followed by a petition to USCIS.“The H-1B visa program allowed foreign nationals to obtain temporary status to obtain employment in specialized occupations,” the indictment states.Prosecutors say the individuals named in the case include citizens of Pakistan, Egypt, India, Nepal and the United Kingdom.

Some applications allegedly sought permanent residency through employer sponsorship.Murshid also faces a separate allegation related to his citizenship application. The indictment alleges that between May 1, 2015 and November 1, 2018, he illegally obtained citizenship by submitting false statements. The indictment stated: “From or about May 1, 2015, until November 1, 2018, or about that date… the defendant Abdul Hadi Murshid… intentionally arranged and obtained nationality and citizenship, or attempted to obtain them, which was not his right.”Murshid has pleaded not guilty, according to court records.Investigators from the FBI, Homeland Security Investigations, the US State Department’s Diplomatic Security Service, and the Department of Labor’s Office of Inspector General are participating in the investigation.Court proceedings are still ongoing. The court’s latest order sets a final preliminary hearing date for September 4, 2026.
