Abu Dhabi has announced a major transformation plan that aims to make it the first government in the world to rely on artificial intelligence in all digital services by 2027, according to the Department of Government Empowerment.
This is part of the Abu Dhabi Government’s digital strategy planned from 2025 to 2027. The strategy aims to develop the public sector in Abu Dhabi in a way that ensures it is fully connected, automated and takes advantage of artificial intelligence. This strategy is being developed in cooperation between the Department of Government Empowerment – Abu Dhabi (DGE) and other government bodies.

The strategy aims to benefit from artificial intelligence and automation technologies to improve government operations.
Abu Dhabi City plans to fully digitize and automate all government operations within a few years from now. This plan comes after other previous stages of digital progress in Abu Dhabi, as the emirate began using e-government and eventually smart government technologies before moving to the era of artificial intelligence government, where artificial intelligence will be used on a large scale.According to official details, more than 200 AI solutions are expected to be deployed across government services.
These tools are designed to improve efficiency and reduce manual processes across departments.
Inside the plan to build a fully digital government system
The most important part of this aspect is the focus on building a strong digital infrastructure, which includes plans to achieve 100% sovereign cloud computing adoption.The plan also includes developing a unified digital enterprise resource planning (ERP) system, which aims to integrate various government functions into one platform.
According to the Government Empowerment Department report, total investments amounting to 13 billion dirhams between 2025 and 2027 will be directed towards technology development, infrastructure modernization and digital transformation initiatives.
How AI for All prepares a future-ready workforce
The “AI for All” program is a key component of the strategy. It focuses on training government employees and citizens on artificial intelligence tools and applications.
The goal is to build a workforce capable of working in an AI-driven environment.This training effort is essential to the long-term success of the strategy. It ensures that employees across departments are prepared to use new digital systems effectively.The initiative also includes cooperation with academic and research institutions. Mohammed bin Zayed University of Artificial Intelligence participates in skills improvement programs and supports research related to artificial intelligence technologies.
Technology partnerships and expanding the AI ecosystem
The strategy is based on cooperation with key organizations in the technology industry. For example, the Advanced Technology Research Council (ATRC) helps research large language models and cutting-edge AI techniques.Furthermore, technology companies like G42 are actively involved in developing artificial intelligence and digital capabilities. Government platforms such as “Tamm” are witnessing further development towards more advanced platforms.
The enhanced platform, known as TAMM 3.0, is expected to become the digital backbone for government services that incorporate artificial intelligence and cloud computing.
Economic impact and future expectations
According to official reports, the plan is expected to contribute more than 24 billion dirhams to the gross domestic product of the Emirate of Abu Dhabi by 2027, and aims to create more than 5,000 job opportunities, especially in digital services, artificial intelligence, and technology-related fields. The plan also includes robust cybersecurity frameworks to protect government systems and data. These measures are designed to support secure and reliable digital operations across all departments.
