The explosion of a high-powered vehicle-borne explosive device that rocked the national capital on November 10 last year also injured several people and caused massive damage to property.

All the 10 accused, including the main perpetrator, Dr Omar Unnabi, were associated with Ansar Ghazwat-ul-Hind, an offshoot of Al-Qaeda in the Indian Subcontinent, according to the chargesheet filed before the NIA Special Court at the Patiala House Courts here, an NIA statement said.

AQAP and all its manifestations were notified as a terrorist organization by the Ministry of Interior in June 2018.

An official statement said that the NIA, which uncovered a major jihadist conspiracy through a detailed scientific and forensic investigation, found that the accused, some of whom were radicalized medical professionals, had been inspired by the ideology of Al-Qaeda in the Arabian Peninsula/AguH to carry out the deadly attack.

The charge sheet has been filed under relevant sections of the Unlawful Activities Act, 1967, Bharatiya Nyaya Sanhita Act, 2023, Explosive Substances Act, 1908, Arms Act, 1959 and Prevention of Damage to Public Property Act, 1984.

The statement said it was proposed to drop the charges against Pulwama-based Dr Omar Unnabi, a former assistant professor of medicine at Al Falah University in Faridabad.

Apart from Dr Nabi, the others named in the chargesheet are Amer Rashid Mir, Jasir Bilal Wani, Dr Muzammil Shakeel, Dr Adeel Ahmed Rather, Dr Shaheen Saeed, Mufti Irfan Ahmed Wajai, Suyab, Dr Bilal Naseer Mulla and Yasir Ahmed Dar, the investigating agency said.
