Professor Manish R Joshi has resigned from the post of Secretary of the University Grants Commission (UGC) and will be relieved from the post with effect from April 25, 2026, according to an official order issued by the commission on Friday. After his removal, Professor Shyama Rath, Member Secretary, All India Council for Technical Education (AICTE), will additionally function as Secretary, UGC.

Joshi, who was appointed secretary of the UGC in February 2023, tendered his resignation on March 30 which was accepted by the UGC to enable him to join its parent organization, according to the order dated April 10.
“Professor Manish R Joshi is directed to submit a report to his parent organisation, i.e. School of Computer Science, Kavaitri Bahinbhai Chaudhary North Maharashtra University, Jalgaon,” reads the UGC order.
A union education ministry official said Joshi resigned for “personal reasons”. Although Joshi was relieved from his post on April 25, “but he may not be physically present as he is on leave from April 11 onwards,” a UGC official said. Joshi did not respond to HT’s request for comment.
In a subsequent order on Friday, the UGC said Professor Shyama Rath, Member Secretary of AICTE “has been assigned additional charge as Secretary, UGC, with effect from April 25, 2026 (afternoon).”
