The Lok Sabha on Wednesday passed by voice vote the Andhra Pradesh Reorganization (Amendment) Bill, 2026 to recognize Amaravati as the sole and permanent capital of Andhra Pradesh.

Andhra Pradesh Chief Minister N Chandrababu Naidu described the passage of the bill as a “moment of honour” for the people of the state.
“The passage of this bill is a moment of honour. This is a recognition of the sacrifices of farmers and the aspirations of the people. The uncertainty surrounding the future of Amaravati has been permanently removed,” Naidu said in a post on X.
Union Minister of State for Home Affairs, Nityanand Rai, passed the bill. Speaker Om Birla put it to a vote and it was accepted after a voice vote.
The Andhra Pradesh Reorganization Act, under which Telangana was created, recognizes Hyderabad as the capital of the new state, but there was no mention of where the capital of Andhra Pradesh would emerge.
Union Minister of State for Communications and Rural Development Chandrasekhar Bhimasani, a lawmaker from the Telugu Desam Party, said the legislation reaffirms “the vision of one world-class capital in line with the spirit of the original city of world-class reorganization of the state.”
The House debated the bill for nearly two hours, during which MPs from most parties, including the Congress, Bharatiya Janata Party (BJP), Samajwadi Party and Shiv Sena (UBT), expressed their support for the legislation. However, YSR Congress MP Mithun Reddy opposed the bill, raising concerns about the current form of the legislation “without focus on Special Category Status (SCS) and Polavaram Irrigation Project”.
While participating in the discussions, Congress MP Manickam Tagore expressed that the bifurcation of the state has fundamentally changed its economic structure with Telangana retaining Hyderabad, a major economic hub, leaving Andhra Pradesh without strong institutions and revenue collection infrastructure. “Amravati is not just a capital, it is the aspiration of millions. Farmers have given land, people have trusted the system, and the state has believed Parliament. Amravati should not be built in parts, but as a world-class capital,” he said.
“This is a bill that counters every speculation, every move, every attack on the new capital Amaravati by any future regime. With this bill, no one can move the capital of Andhra Pradesh even by an inch,” BJP MP CM Ramesh said. He said .
