India is committed to combating climate change and has taken several measures to meet India’s NDC (Nationally Determined Contribution) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) under the Paris Agreement in 2015, which was updated to 2022, the Union Environment Ministry said in a written response to the Rajya Sabha on January 2922.

(PIB)India has updated its NDC to 2022, which promises that India will reduce the emissions intensity of its GDP by 45% from 2005 levels by 2030 and source about 50% of its energy needs from non-fossil fuel-based sources in the same timeframe. It also set a deadline for creating an additional carbon sink of 2.5 to 3 billion tons of CO2 equivalent by 2030 through additional forests and tree cover.

“The NDC for 2031-35 is finalized after wide stakeholder consultation, the results of which are announced after the process is completed and approved by the competent authorities,” said Union Minister of State for Environment Kirti Vardhan Singh. “The national statement made at the COP 30 held in Belem, Brazil in November 2025 stated that India will announce its revised NDC till 2035,” Singh added.

He was responding to four questions from DMK MP Tiruchi Siva: Has the minister publicly announced that India’s NDC targets will be submitted by December 2025, if the NDC is not submitted by January 14, 2026, and if so, the reason for the delay in submission and the expected date of submission.

Responding to questions on whether the Prime Minister’s Council on Climate Change (PMCCC) has been constituted and its date of formation, composition of members, functions and terms of reference among others, Singh said, “PMCCC was initially constituted on June 6, 2007 and last reconstituted on July 14, 2015. Provides oversight for integrated response to climate change issues at the national level, formulation of action plans in climate change assessment, adaptation and mitigation and key policy decisions. Periodic Monitoring.”

“The last meeting of the PMCCC was convened on April 25, 2025. The discussions, decisions and guidelines given in the meeting focused on the climate situation in the global and Indian context, various initiatives and climate-related actions undertaken by India, especially in the context of the last decade with the goal of achieving net zero and steps taken under a review of the National Climate Plan. Achievements under the respective missions,” he added.

The PMCCC is chaired by the Prime Minister of India, and consists of the Minister of Environment, Forests and Climate Change, Minister of External Affairs, Minister of Finance, Minister of Hydropower, Minister of Agriculture and Farmers’ Welfare, Minister of Housing and Urban Affairs, Minister of Science and Technology, Minister of Power, Minister of State and Minister of Enablement, Minister of Enablement, New Co-ordinating Minister. Secretary, Secretary (Environment, Forest and Climate Change) and Principal Secretary to the Prime Minister as four expert members.
