SIR has been a two-step process in every state and UT except West Bengal.
In the first step, the IEC distributes census forms to all voters and then collects them from them once they fill out their data.
Once this is completed, ECI releases a draft list of all people submitting census forms. In the second step, the ECI addresses claims and objections in the draft list about unlawful exclusions and inclusion in the draft.
Once this window closes, ECI releases the final list. In West Bengal, ECI has added another unique category while publishing the final list. It has put many voters on trial for logical inconsistencies.
It is certain that while the SR process in Assam was also a two-step process, no names were deleted from the draft list in the state.
