NEW DELHI: At a high-level meeting of all senior officials of the Enforcement Directorate in Guwahati last week, chaired by Director Rahul Naveen, all zonal offices were asked to expedite filing of chargesheets so that the central agency can achieve its target of filing 500 judicial complaints (chargesheets) in this financial year, which will end in a little over a month.Senior officials from other central agencies such as the Narcotics Control Bureau, Financial Intelligence Unit (FIU), Indian Cybercrime Coordination Center (I4C) and from the Insolvency and Bankruptcy Board of India were invited to make presentations on trends in financial crimes, digital arrests, organized cyber frauds and cross-border anti-India activities. While some officers highlighted the lack of cooperation from some state governments, Director General Rahul Naveen asked his district chiefs to enhance the use of intelligence platforms like Natgrid and Finnet, resort more to international cooperation mechanisms and make efforts to diversify the types of cases in line with emerging risks. He advised officers to coordinate with customs and other relevant agencies to detect illicit capital flows disguised as legitimate business transactions, and identify proceeds of crime related to predicate offences.Guwahati was also chosen as the venue for the ED’s quarterly conference in view of the increasing anti-India activities from neighboring Myanmar and Bangladesh. In the past two-three years, the Directorate has significantly expanded its presence in the Northeast, opening six new offices and establishing a presence in almost all countries in the region, which have witnessed a rise in cases of cybercrime and drug trafficking.
In September last year, the Central Bank of Iraq held its quarterly conference in Srinagar. According to the officer, the aim of organizing the high-level meeting there is to “restore confidence in the security environment of the Union Territory after the unfortunate terrorist attack on Pahalgam a few months ago.” This was done to show that Jammu and Kashmir remains a safe, vibrant and forward-looking place for deliberations at the national and international level, the official added.
