In the case of the death of a man who fell into a construction ditch at a Delhi Jal Board project in Janakpuri, police on Saturday said they found an eyewitness who had informed subcontractor workers there that night, but the employees and their employer did nothing to help.

“We have arrested a sub-contractor named Rajesh Kumar Prajapati. I want to share some information with you,” said the police officer.
Eyewitness of the bike falling”During investigation, we learned that a man named Vipin Singh, who was returning to his home in Sagarpur on a four-wheeler from a relative’s wedding in Rohini, saw a motorcycle falling into a ditch,” the DCP said.
It was just after midnight, which meant early Friday morning.
“(Bipin Kumar) then went to the road carriageway and informed a watchman about it. The watchman then told a labourer, named Yogesh,” he said.
The DCP said that the worker saw the headlight of the motorcycle in the ditch. “Being dark, he could only see a human figure.”
‘Workers are called contractors’The scenario combines e-surveillance and mobile phone and call details.
“At 12.22 am, Yogesh called his boss, Rajesh Kumar Prajapati, a resident of Tri Nagar, and informed him that a motorcycle had fallen into a ditch. Prajapati and his colleagues knew that a motorcycle had fallen into a ditch,” the officer asserted.
According to the officer, the sub-contractor knew about the incident before the police did.
“But they did not inform anyone. We came to know about the incident around 8:30 am,” he said.
In between, Prajapati allegedly reached the spot within 15-20 minutes of receiving a call from the site worker. “However, Prajapati did not inform the police or any emergency authorities at that time,” claimed the DCP.
Referring to the CCTV camera footage, the DCP said, “It is being analysed. At night, the CCTV footage is blurry, but we will analyze it.”
Prajapati, who is a B.Com graduate, has been arrested, and teams have been sent to trace Yogesh, who is believed to be a resident of Uttar Pradesh, police said.
What happened at night?Kamal Dhyani, a resident of Kailashpuri and an employee of a private bank, was returning home when he fell into a nearly 15-feet deep hole dug for a sewage pipeline rehabilitation project by the Delhi Jal Board.
Police said the victim’s family initially searched for him in various hospitals but could not find any record of any accident case.
Based on the location details of the mobile phone, the family and policemen later searched the Janakpuri area for several hours before locating it. The family said they were forced to wait, and no specifics were given, as police said a missing person’s report would only be filed after 24 hours. Police denied any laxity.
An FIR has been registered at Janakpuri police station under Section 105 (culpable homicide) of the Indian Penal Code against contractor Prajapati and some DJB officials. In this incident, three engineers of DJB were suspended on Friday night.
The police said that the autopsy report will come on Sunday.
