The Election Commission of India on Thursday announced the launch of the third phase of the special intensive review of voters’ list in 16 states and 3 union territories. The training will cover almost all of India except Himachal Pradesh, Jammu and Kashmir and Ladakh.

Among the states included in the third phase are Andhra Pradesh, Odisha, Mizoram, Sikkim, Manipur, Uttarakhand and others.

According to the document released by the Election Commission of India, for the exercise, in the third phase, over 3.94 lakh booth level officers (BLOs) will go door to door to 36.73 crore voters, with the help of 3.42 lakh booth level agents.
In the first two phases, SIR was conducted in 13 states/UTs covering nearly 59 crore voters.
In the third phase, Himachal Pradesh, Jammu and Kashmir and Ladakh will not be covered, the EC informed, adding that the disaster reporting rate in these states will be announced later after taking into account the weather in the higher reaches or snow-covered areas.

The SIR is a participatory exercise that involves all stakeholders, including voters, political parties and election officials, the EEC said. It also requested full participation, urging political parties to appoint chief assistants to each polling station to ensure that the SIR is conducted with full transparency.
The SIR was first launched in Bihar in June 2025, and was expanded nationwide on October 27, 2025, covering 12 additional states and territories in the second phase.
Among the states where the controversial SIR exercise was completed, West Bengal recorded the highest single-state deletion, with around 9.1 million names deleted from electoral rolls, followed by Tamil Nadu with 7.4 million deletions, and Gujarat with 6.8 million deletions, HT reported earlier.
