In his longest State of the Union address ever, President Donald Trump pressed Congress to pass “Delilah’s Law,” a proposed measure that would prevent states from issuing driver’s licenses to illegal immigrants, in line with his administration’s tough immigration policies.Trump said the legislation was named after Delilah Coleman, a first-grader who was seriously injured in a car accident involving an undocumented Indian-American truck driver, who allegedly failed to stop his speeding car.

“Why tonight I’m calling on Congress to pass what we’ll call ‘Delilah’s Law’ — which prohibits any state from granting commercial driver’s licenses to illegal aliens,” Donald Trump said.

The US President also called for broader criminal justice reforms to ensure “perpetrators of violent and serious crimes are put behind bars and, most importantly, stay there.”According to the Department of Homeland Security, Partap Singh was driving an 18-wheeler through a construction zone when he failed to stop, causing a devastating accident that left five-year-old Delilah seriously injured.

Singh allegedly entered the United States illegally through the southern border in October 2022 and was later released under the Biden administration. He was rearrested by Immigration and Customs Enforcement (ICE) in August 2025 and is currently facing deportation proceedings.Delilah spent three weeks in a coma and underwent six months of hospital treatment, including a craniectomy, before her family was able to bring her home.

She lived for four months without half of her skull, according to what the Homeland Security Department reported from her family.The accident left Delilah unable to take food orally, the New York Post reported. She suffered a broken femur and multiple skull fractures, and has since been diagnosed with diplegia cerebral palsy and global developmental delay, conditions that require lifelong treatment.Delilah, now 7, attended Trump’s State of the Union address, where he announced the proposal named in her honor. According to the New York Post, she is relearning how to walk after the traumatic 2024 accident that struck her family’s car.
