The decision was issued pursuant to Emiri Decree No. (21) of 2026, which allows for the immediate release of some inmates, while the sentences of others will be commuted. The pardon reflects an effort to support rehabilitation and reintegration into society. Authorities said the goal goes beyond shortening prison time. Authorities described the operation as the result of close cooperation between various agencies.
