He said that the first stage of the housing classification and housing census process will include a census of homes and buildings to assess workforce and logistical requirements.

He added that the entire 2027 census process will be implemented digitally, representing a major shift in data collection and processing.

“The Census 2027 exercise will begin in Andhra Pradesh from April 16 as a two-phase exercise of House Census and Population Census and will be implemented in digital mode,” Nivas said while addressing a press conference at the Secretariat.

The census is one of the largest administrative operations undertaken in the country and is crucial for policy making and governance. Data collected during the exercise are used to design social welfare plans, allocate resources, and improve infrastructure in both rural and urban areas.

He warned of criminal procedures against those obstructing the census, calling on people to cooperate and provide correct information.

He added that all census-related notifications issued by the Center have been republished by the state, and the questionnaire to be used has been officially notified through the Official Gazette.

Preparations have been completed, including freezing administrative units with effect from January 1, 2026, and conducting pre-tests in Alluri Sitharamaraju, Visakhapatnam, Prakasam and Nandyal districts in November 2025.

Coordination meetings involving the Chief Secretary, Principal Officers and Census Officers were held from January to February, while field staff appointments were finalized.

As part of the household inventory, census takers will collect details on household amenities such as water, sanitation, lighting, cooking fuel and assets including internet access, computers, vehicles and mobile phones, Nivas said.

He added that the administrative structure of the Census 2027 consists of 28 districts, 688 mandals, 123 statutory towns, 99 census towns and 16,862 villages across the state.
