Delhi is witnessing protests led by the Cockroach Janata Party (CJP) demanding the resignation of Union Education Minister Dharmendra Pradhan over alleged examination irregularities. Amid this, the Appointments Committee of the Cabinet (ACC) has appointed IAS officer Naresh Pal Gangwar as Secretary, Higher Education Department under the Education Ministry.
Vineet Joshi, a 1992 batch officer who will be succeeded by Gangwar, has been transferred to the post of secretary in the Panchayati Raj Department, according to an earlier HT report. Follow live updates on CJP protest here.
Who is Naresh Pal Gangwar?
Gangwar, a 1994 batch Rajasthan cadre officer, is currently Secretary, Animal Husbandry and Dairying Department. He will replace 1992 batch officer Vineet Joshi.
Gangwar earned a Bachelor of Technology in electronics and communications from the Indian Institute of Technology in Roorkee, according to his biography on Worldbank.org. He also holds a Master’s degree in Communications and Radar Engineering from the Indian Institute of Technology, Delhi.
Moreover, he also holds a Master’s degree in Economics from Rajasthan University.
He previously served as Joint Secretary, Ministry of Environment, Forest and Climate Change. In this position, he headed departments such as pollution control and hazardous materials management.
He also previously served as Principal Secretary to the Government of Rajasthan.

CJP protest in Delhi
The Cockroach Janata Party (CJP), which emerged as a youth movement through a satirical response on social media to remarks attributed to CJI Surya Kant in May this year, has been organizing a protest at Jantar Mantar since June 20. The protest intensified last weekend with the “forced” admission of activist Sonam Wangchuk from Jantar Mantar amid his deteriorating health due to the hunger strike he began on June 28 to press for the fulfillment of the protesters’ demands.
A CJP delegation is expected to meet Union government ministers on Friday. The Indian Constitution Club has been chosen as the venue for the discussion between the Congress party and the government, as demanded by the Congress party, club spokesman Ashutosh Ranka said.
The first face-to-face meeting between representatives of the CJP and the government was held earlier this week.
In another important development, activist Sonam Wangchuk, who was on hunger strike for 26 days, ended his fast in the presence of Union Ministers JP Nadda and Jitendra Singh and senior leaders of the Apex body in Leh Ladakh.
Meanwhile, Prime Minister Narendra Modi assured strict action against those responsible for the alleged paper leak.
