NEW DELHI: The upcoming census will collect data on the gender of the head of the household – male, female and transgender – the Rajya Sabha was informed on Wednesday.

In a written reply, Minister of State for Home Affairs Nityanand Rai said the 2027 census will be conducted in two phases. Questions for the first stage, covering the household listing and housing census, have been notified.
“Information on housing status and household details including name and gender of the head of the household, amenities available and assets owned by the household will be collected at this stage. Three categories of gender of the head of the household, i.e. male/female/transgender, will be collected,” Rai said.
He added that the questions for the second stage, which is the population census, where information about each individual will be collected, will be announced at the appropriate time.
The minister said that census takers must conduct field visits from house to house in the entire enumeration area to collect census data to avoid any exclusion for any reason.
“Providing a self-count is an additional way for respondents to submit data. Census takers will confirm the self-count data before final submission. Furthermore, FAQs, necessary ‘tool tips’ and question validation checks are provided in the self-count portal itself to ensure data accuracy,” he added.
The minister said that all appropriate data security measures have been taken during data collection on the mobile phone, during data transfer and at the server level.
“Proper training is being provided to all field staff appointed for census work including enumerators and supervisors. Verification rules have been integrated into the mobile application itself to ensure data consistency and accuracy. Moreover, the data collected by enumerators will also be monitored and checked by supervisors,” he said.
The Federal Cabinet has approved $Rs 11,718 crore to conduct the 2027 India Census, which will include caste census for the first time.
The 16th census since independence will be a fully digital exercise and will provide citizens with the option of self-census. The nodal exercise, scheduled to be held in 2021, has been postponed due to the COVID-19 pandemic across the country.
