Union Home Minister Amit Shah, who will release the Vision Document on Drug Control (2026-2029), will also chair a summit-level meeting of the Coordination Center on Drugs (NCORD) as part of the government’s push towards a drug-free India.

HT reported on June 3 that the government was preparing a three-year plan to launch a massive crackdown on the drug mafia. The roadmap includes identifying a specific number of key players in each state/territory, mapping local drug syndicates and listing top overseas fugitives involved in drug trafficking into the country for priority deportation/extradition.

The officials also said the plan envisages creating new sectors (specific to anti-narcotics) in state intelligence offices, setting up additional NDPS courts and setting up a national database of individuals to be tracked as part of the campaign.

The Narcotics Control Bureau is tasked with formulating the plan, officials said.

Ahead of the plan’s implementation, the Federal Home Ministry has already sent 15 IPS and IPS officers on deputation to the NCB as part of a major strengthening of the federal agency while three Deputy Director Generals (DDGs) are also scheduled to join the agency.

“It will provide a joint roadmap to address the demand reduction, supply reduction and harm reduction aspects of the drug menace. The roadmap, which envisages a network-focused enforcement approach, also includes measures to address the challenges of synthetic drugs, dark web trafficking, keeping youth off drugs, expanding treatment and rehabilitation centers for drug users, among other measures in a coordinated and sustainable manner over the next three years,” the statement said.

The plan, according to the government, sets out responsibilities, timelines and measurable targets for all stakeholders while integrating implementation, demand reduction, rehabilitation, public awareness, capacity building and inter-agency coordination. “This vision document will serve as a guiding framework for policy formulation and implementation and strengthen institutions across the country to reduce the drug menace,” she added.

Meanwhile, the main meeting chaired by Shah will be attended by 44 central ministries and departments, along with 108 representatives from state governments and drug law enforcement agencies in mixed mode.

“Underlining the need for a whole-of-government approach to effectively combat the drug menace in the country, the high-level meeting will discuss key issues related to effectively tackling drug trafficking and drug abuse across the country over the next three years,” the statement said.

Separately on Friday, after inaugurating two newly built district offices of the NCB in Jammu and Guwahati, the agencies will oversee the destruction of 209,500 kg of drugs worth $6000 Crores across India.
