The Telangana High Court on Thursday upheld the recruitment of 563 candidates for Group-I posts by the Telangana Public Service Commission (TGPSC) and allowed the state government to go ahead with their recruitment to various top administrative posts, people familiar with the matter said.

T’gana HC approves recruitment of 563 candidates for Group-I TGPSC postsA division bench of the High Court, comprising Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin, set aside an earlier single-judge order suspending the Group-I Mains exam results following allegations of malpractice in the evaluation of answer sheets.

The division bench delivered its judgment after arguments on a writ petition filed by the TGPSC and a group of candidates who qualified the examination challenging the order of the single judge bench dated September 9, 2025.

The bench also dismissed a writ appeal filed by Ishwara Prasad Kandula and two others, who sought directions to re-conduct the Group-I Mains examination. The Chief Justice bench said, “There is nothing wrong in the recruitment process of TGPSC and there is no evidence of any malpractice in the evaluation of answer sheets.”

Group-I posts include Deputy Collector, Revenue Divisional Officer, Mandal Revenue Officer, Mandal Parishad Development Officer, Deputy Superintendent of Police etc.

Around 30,000 candidates appeared for the Group-I Mains exam held from October 21 to 27, 2024. The results were declared on March 10, 2025 TGPSC also released a general ranking list and a list of selected candidates on March 30, 2025.

Some of the candidates, who failed to qualify the exam, had moved the High Court in September, alleging large-scale irregularities in the evaluation of the Group-I Mains exam. On September 9, a single-judge bench headed by Justice Namavarpu Rajeswara Rao delivered its judgment quashing the tests.

“The judge also quashed the common ranking list and the final list of selected candidates. He directed that the TGPSC will either re-evaluate the answer sheets of the candidates following the Supreme Court guidelines or conduct a fresh examination for Mains and complete the entire process within eight months,” said senior high court advocate B Rachna Reddy, who argued for the petitioners.

The TGPSC and certain selected candidates immediately moved the Division Bench and the Bench stayed the operation of the Single Judge’s order and allowed the TGPSC to proceed with the recruitment to vacant Group-I cadre posts, while clarifying that all such recruitment would be subject to the final outcome of the writ appeal.

The matter reached the Supreme Court in October 2025, where similar appeals filed by the commission were considered. The apex court requested the Telangana High Court to prioritize the matter and dispose of the appeal expeditiously.

As per the Supreme Court’s direction, the Chief Justice’s bench of the High Court started the “effective hearing” of the writ appeal on December 22, 2025 and concluded arguments by December 30, 2025. The verdict was announced on Thursday.
