Addressing a press conference here, state Additional Chief Secretary Manoj Kumar Bingwa said that the first phase covering the list of houses and housing census will be carried out from May 1 to May 30 this year, while the second phase related to the population census will take place in February 2027.

Bengoa said the upcoming census will be conducted digitally for the first time in the country, with an optional self-census facility.

He added, “The self-counting window for the first stage will be open during the period from April 16 to April 30, where residents can submit their data electronically. A unique self-counting identity will be created, and it must be shared with the enumerators during their home visits between May 1 and May 30 for verification.”

He explained that the self-count is optional, and census takers will visit households to collect data if this is not done online.

Bengoa added that census takers will collect information through a mobile phone application by visiting each household and recording responses to 33 notified questions related to housing conditions, facilities and assets.

“About 62,500 personnel were involved in this process, including 47 chief census officers, 250 district level officials, 472 district-level officials, 1,160 chief and field trainers, 51,300 enumerators and 9,000 supervisors,” he said, noting that India’s census is one of the largest administrative and statistical exercises in the world.

India’s first census was conducted in 1872, while the first nationwide simultaneous census was conducted in 1881, he said, adding that the 2027 census will be the sixteenth in the series and the eighth after independence.

He said this process is done under the Census Act, 1948 and Census Rules, 1990, and all personal information collected remains strictly confidential and is not shared with any individual or agency.

“The data cannot be used for tax, police or investigative purposes, nor can it be used as evidence in any proceedings. It is only used to formulate development plans for the state and country,” the official added.

Kartikeya Goyal, Chhattisgarh Census Operations and Director Civil Registration, said the exercise will cover 33 districts, 195 urban bodies, 252 districts and 19,978 villages across the state.

“For implementation, 251 rural charging units and 221 urban charging units have been set up, comprising around 49,000 housing units where enumerators will conduct door-to-door surveys. A toll-free number for citizen assistance has also been set up, which will become operational in the state from April 16,” he said.
