Panaji: Goa’s final electoral list was published on Saturday after completion of the four-month-long Special Intensive Review (SIR), with a net deletion of 1.27 lakh voters – 10.75% of voters in the state before the exercise – Chief Electoral Officer (CEO) Sanjay Goel said.

The CEO added that the figure includes a total of 428 individuals who have obtained Portuguese passports but whose names are still on the electoral rolls.
The SIR exercise began in Goa on October 27, with the electoral roll strength standing at 11.85 lakh voters. However, as a result of this exercise, 1,00,042 voters were marked as Absent, Transferred, Dead and Duplicate (ASDD), while an additional 39,592 voters were deleted from the total 1,82,403 unmarked voters.
During this process, 12,166 voters were also added as new entries, meaning a net deletion of 27,426 voters between the publication of the draft list and the final list, the officer said.
“If you compare the draft list and the final list that we published today, we have a total deletion of 39,592 and an addition of 12,166, making it a net deletion of 27,426 voters. And if you also add the ASDD voters, who were not on the draft list itself, the total deletion versus the list we had when we started the SIR process, we have a net deletion of 1,27,468 voters, making it 10.75% of the electoral list that we had on October 27.”
The bulk of the deletions occurred in the constituencies surrounding the coastal city of Vasco da Gama, with the Vasco da Gama constituency itself recording the highest number of net deletions in the state with 11,657. The second highest was the Cortalem constituency, also in Mormugao taluka, with 9,389 deletions, while the neighboring Dabolim constituency recorded 5,489 deletions, the third highest in the state.
In North Goa, Talegao constituency, close to the state capital Panaji, recorded 4,947 deletions, while Panaji itself recorded 4,274 deletions.
The final list now includes a total of 10.57 thousand voters, including 5.11 thousand males, 5.46 thousand females, and nine belonging to the third gender. The percentage of people aged between 18 and 19 years (first-time voters) is 3.41%, while the gender ratio in the state as per the final list now stands at 1,068.
“The four-month-long exercise that we started on October 27 on SIR in Goa is being completed today. We have already published the final electoral list for 2026 with 1/1/2026 as the eligibility date. It has already been published on the website of the CEO and our BLOs have handed it over this morning to the BLAs of political parties,” he said.
Opposition political parties in the state alleged that the BJP was systematically raising objections to the inclusion of names in the lists, especially among those belonging to weaker sections and vulnerable groups. According to the CEO, they received a total of 24,949 claims and objections, resulting in 12,166 additions and 3,812 deletions.
“Anyone who is aggrieved by the final list, the appeal lies within 15 days with the DEO, which is the aggregator, and if the decision of the aggregator is aggrieved, the appeal lies with the CEO within 30 days. In parallel, one can also submit Form 6 afresh, with the declaration and supporting documents, and that will also be considered,” the CEO said.
