These are the Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2026, which was introduced earlier this year, and the long-standing Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025, which was introduced in the Lok Sabha on December 15, 2025, and referred to a joint committee.
The government is also set to boost its legislative agenda during the next session, with plans to introduce five new bills alongside two previously introduced measures. These five are:
- Income Tax (Amendment) Bill, 2026
- Supreme Court Amendment Bill (Number of Judges), 2026
- Births and Deaths Registration (Amendment) Bill, 2026
- Draft Law on Preventing Insults to National Honor (Amendment), 2026
- Micro, Small, and Medium Enterprises Development (Amendment) Bill, 2026
The government held an all-party meeting on Sunday, July 19, where it is expected to set its legislative agenda, and opposition parties are likely to identify the issues they intend to raise during the session.

Opposition agenda
While the government is preparing its legislative plan for the monsoon session, the Opposition is also gearing up with an agenda of its own. Opposition party leaders in The Rajya Sabha and Lok Sabha will meet on Monday, the opening day of the Parliament session, to devise a joint strategy for the duration of the session.
The opposition is expected to formulate its strategy for the Centre’s legislative agenda and the issues it intends to raise during the session. Congress leader Jairam Ramesh on Thursday said the party would strongly oppose the proposed delimitation bill if it is reintroduced during the monsoon session, alleging that the Center was trying to secure support for a measure which had earlier failed to get the required two-thirds majority in the Lok Sabha.
Ramesh also said that the Congress will oppose several other legislations that are likely to be introduced during the session, including the Fixit Bharat Shiksha Adishthan Bill, 2025, and the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA) and the National Food Security Act (NFSA), 2013.
The session is expected to be turbulent, as some opposition parties have witnessed divisions and “divisions” in recent weeks.
The Opposition is also likely to raise the issue of NEET-UG papers leak and Defense Minister Rajnath Singh’s statements on casualties in Sindor process.
