Addressing a group of Indian Revenue Service employees, who visited the President at Rashtrapati Bhavan here, she said they are expected to take fair and efficient decisions based on a deeper understanding of business operations.

“I am confident that your decisions and actions will strike the right balance between facilitating ease of doing business and protecting the country’s revenues,” Murmu said.

She said that as IRS employees, they should strive to exercise wisdom in their conduct and decision-making.

The president said that a wise officer balances implementation and facilitation, authority with humility, and technological capability with human sensitivity.

“Such caution enhances citizens’ compliance and confidence in the system. The power entrusted to you must always be exercised with humility, self-restraint and an unwavering commitment to constitutional values,” Murmu said.

She said the Revenue Service’s mandate goes beyond tax collection.

“Your ability to analyze complex financial transactions, track illicit cross-border financial flows, and unravel complex institutional structures, makes you indispensable partners in advancing the nation’s journey towards the goal of Vixit Bharat,” the President said.

Murmu said that a fair and transparent tax system promotes fairness and strengthens the foundation for inclusive and sustainable growth.

Addressing the trainee officers of the 79th batch of the IRS, she said: “As IRS officers, you will play an important role in ensuring that taxes are collected fairly, efficiently and transparently.”

Emphasizing that India is one of the fastest growing major economies in the world, Murmu said that the ongoing processes of industrialization, formalization, digitalization and urbanization are transforming the country’s economy, providing significant opportunities as well as new challenges for tax administration.

“With the increasing volume of cross-border transactions and deeper international cooperation in the field of taxation, today’s IRS officers are increasingly interacting with global institutions and treaty partners. Therefore, you will play an important role in strengthening international tax governance. Your professionalism and integrity will support India’s credibility in international tax administration,” the President said.

Murmu pointed out that direct tax collection in India has shown remarkable growth in recent years.

She said the continued rise in total direct tax collection reflects expanding formalization of the economy, improving regulations, and growing trust between taxpayers and the government.

The President said the Non-Intrusive Use of Data for Guidance and Empowerment initiative – “NUDGE” – represents a progressive transformation in tax administration.

This approach enhances trust, reduces unnecessary litigation, and fosters a culture of responsible compliance, Murmu said.

“The increasing use of artificial intelligence, data mining and risk-based verification systems reflects the shift towards technology-based administration. I urge you all to leverage advanced technologies to make tax administration more transparent, fair and citizen-centric,” she said.

In his speech to the officers, the President said that they will be the first batch that will study the new income tax law 2025 during their training and implementation in the field.

“As tax administrators, you will play an active role in upholding the rule of law by ensuring the effective implementation of the country’s tax framework. Through your diligence and commitment to public service, you can enhance citizens’ confidence and protect the resources that fuel our country’s development,” Murmu added.
