Dravida Munnetra Kazhagam (DMK) lawmaker Tiruchi Shiva on Monday filed a breach of privilege notice in the Rajya Sabha against Union Commerce Minister Piyush Goyal, alleging “lack of respect” for the House by briefing the media on the India-US trade deal outside the chamber during the Parliament session.

In his notice, Shiva said the minister, by first announcing details of the trade deal with the US to the press and not doing so in the Rajya Sabha or the Lok Sabha when they were in session, violated the prerogative of Parliament.
“Practice and Procedure of Parliament by MN Kaul and SL Shakdher says: As per parliamentary practice, usage and rules, it is improper to announce any policy outside the session of Parliament (page 311),” the notice said.
The DMK leader cited an earlier instance when senior BJP leader LK Advani, referring to the presidential order to dissolve the Delhi Metropolitan Council in 1980, objected to the government announcing a decision to that effect outside the House during the session.

“He added that it has always been accepted in all legislatures of India as well as in the House of Commons that when the House is in session, no major policy announcement or any important decision of the Government is announced outside the House,” the notice said.
Citing another example, the DMK leader said that in August 2000, the then Chairman, Rajya Sabha, Krishnakanth had given a ruling on another matter that “generally, it is the practice that the government should make all policy statements in the House during the Parliament session and it would be highly improper not to do so.”
Shiva said it is very offensive that Mr. Piyush Goyalwent against parliamentary convention and announced the policy outside the Rajya Sabha during the budget session.”
