The Delhi High Court has set up a dedicated fast track court to hear cases related to leakage of papers and cheating in examinations under the Public Examinations (Prevention of Unfair Means) Act, 2024.
The order dated July 23, 2026 transfers Judicial Officer Ms. Anu Grover Baliga to the newly established court at Ross Avenue Court Complex with immediate effect. She will now serve as Special Judge (PC Act) (CBI)-25 and will exclusively deal with cases registered under the new law.
The Supreme Court also ordered that all pending cases under the Act and related offenses be transferred to this court so that they can be heard without delay.
Prime Minister Narendra Modi announced fast-track courts for paper leakage cases
Earlier on Wednesday, Prime Minister Narendra Modi shared a post on X announcing the government’s decision to set up fast-track courts for paper leakage cases.
He wrote: “Nothing is more important than the well-being and future of our youth!
We have decided to establish fast-track courts to ensure prompt and strict punishments for those involved in paper leaks. The concerned authorities and officials were directed to take all necessary measures in this regard. This represents a continuation of our series of steps to protect students’ interests.
He will not be spared by those who try to harm the future of our youth.”

Justice Anu Grover Baliga will preside over the new court
As per the official order of the Delhi High Court, Ms. Anu Grover Baliga has been transferred from her previous position as Judge-in-Charge at the Central Mediation Center of Tis Hazari Courts to the newly established Fast Track Court at Ross Avenue Court Complex.
The notification states: “The Chief Justice of this Court has been pleased to make the following posting/transfer in the Higher Judicial Bench at Delhi with immediate effect.”
The order also places the judicial officer under the administrative control of the Principal and Sessions Judge (PC Law) (CBI), Ross Avenue Court Complex, New Delhi.

Delhi HC orders transfer of cases
The Supreme Court ordered that all pending cases registered under the Public Examinations (Prevention of Unfair Means) Act 2024, along with associated offences, be transferred to the new court.
The notification says, “The Principal District and Sessions Judge as Deputy Special Judge (Computer Law) (CBI), Ross Avenue Court Complex shall transfer all pending cases under the Public Examinations (Prevention of Unfair Means) Act, 2024 and allied offenses to the newly established fast track court.”
The order was signed by Registrar General Arun Bhardwaj and sent to judicial officials, Delhi Police, government departments and bar associations for immediate implementation.
