Cybersecurity incidents reported from across the country more than doubled last year compared to 2021 with maximum incidents reported from Delhi, according to data shared by the Union Home Ministry in Parliament on Tuesday.

While 14,02,809 cybersecurity incidents were reported in 2021, 29,44,248 such incidents were recorded in 2025, according to information reported and tracked by the Indian Computer Emergency Response Team (CERT-In), the ministry said, 13.91 lakh cyber incidents were recorded in 2022, and 15.92 lakh incidents in 2023, the ministry said. Minister of State (MoS) for Home Affairs, Bandi Sanjay Kumar, shared the data while responding to a question from Telugu Desam Party (TDP) Member of Parliament Dagomala Prasada Rao.
“According to CERT-In, the highest number of cyber incidents reported including from sectors were from the National Capital Territory (NCT) of Delhi,” Kumar said in his written reply.

Responding to a question from Rao about the financial loss in these cyber incidents, Kumar said: “The Computer Emergency Response Team (CERT-In) does not maintain details regarding the estimated financial loss accumulated due to cyber incidents.”
Some of the reported cybersecurity incidents that are typically handled by CERT-In include – website intrusion and deployment of malware, malicious code, phishing, distributed denial of service attacks, website defacement, unauthorized network scanning or investigative activities, ransomware attacks, data breaches and vulnerable services.
Regarding the steps taken to strengthen the handling of the issue, Kumar at LS said, “CERT-In issues alerts and advisories on latest cyber threats/vulnerabilities and countermeasures to protect computers, networks and data on an ongoing basis; the National Cyber Coordination Center (NCCC) implemented by CERT-In scans cyberspace to detect cyber security threats. It shares information with concerned state governments and organizations across sectors and agencies concerned to take necessary action.”
“CERT-In runs an automated cyber threat exchange platform to proactively collect, analyze and share customized alerts with state governments and organizations across sectors to take proactive measures to mitigate threats from them,” Kumar also said.
“CERT-In has constituted 237 security audit organizations to support and review the implementation of information security best practices,” he said, adding, “Mock cyber security exercises are being conducted regularly to enable assessment of cyber security posture and preparedness of organizations in government (central and states) and critical sectors.”
Kumar said that besides CERT-In, there is the Indian Cybercrime Coordination Center (I4C) to deal with all types of cybercrimes in the country, in a coordinated and comprehensive manner.
