Responding to a question from Independent MLA Laisam Simai during the Question Hour in the Assembly, the minister said the recruitment process had already been conducted, but the announcement of the final results had been withheld in compliance with the orders issued by the Itanagar bench of the Permanent Court.

Natong said the appointments on humanitarian grounds are being implemented strictly in accordance with the provisions stipulated in the government office memorandum issued in 2022.

“The government has earmarked a 5 per cent quota in the police department for compassionate appointments. Although several candidates were appointed under this provision in 2019, the new guidelines issued by the Union Home Ministry require candidates to undergo certain qualification assessments depending on the job on offer,” the minister said.

He informed that candidates applying under the compassionate scheme are required to pass basic qualification procedures, including physical aptitude test, medical examination, document verification and written test before being considered for appointment.

According to the minister, some candidates who failed to qualify for these tests challenged the process in court, which led to the suspension of the announcement of final results.

Under the latest guidelines of the Humanitarian Employment Centre, a family member of a dependent government employee who died in service or who is medically retired may be considered for appointment in government departments, including the police, to provide immediate financial relief to the bereaved family.

The scheme, drawn up by the Department of Personnel and Training, permits such appointments only to regular vacancies and within a ceiling of five per cent of posts for direct recruitment, generally in Group C or equivalent posts.
