The man accused of raping and killing a government employee’s daughter in south Delhi’s posh Kailash Hills neighborhood has a history of aggressive behavior and is said to have shown psychopathic tendencies, prompting officials to consider psychological evaluation of him.

The alleged crime that sent shockwaves across the city and beyond took place on Wednesday morning, when the accused – Rahul Meena – entered the house where he previously worked as an assistant, attacked the 22-year-old civil services aspirant and attacked her when she refused to give him the money he demanded. He allegedly raped her while she was still alive but unconscious.
The accused, who carried out this crime hours after raping the wife of an acquaintance in Alwar, Rajasthan, had worked for the family for months and was asked to leave work due to his habit of borrowing small amounts from neighbours.
He entered the house with the help of his knowledge of the smart key that the victim’s parents used to keep outside the house whenever they left for morning exercise so that helpers could enter, ensuring their daughter slept undisturbed.
“Psychological tendencies”
Investigations revealed that the accused, Rahul Meena, was notorious for his aggressive behavior in his native village, PTI reported, citing official sources on Friday.
“There are possibilities that the team will visit the crime scene today. Just to recreate the scene as CCTV footage was not available. The teams are also looking into possibilities of taking the accused along with him,” the source said, adding that Hemant Tiwari of DCP (South East) reached the residence.
In details about Mina’s mental condition, the aforementioned sources said that he also showed psychopathic tendencies and had a history of violent behavior, raising serious concerns about his behavioral patterns.
The source said: “The teams are now planning to conduct a detailed psychological evaluation of the accused as part of the ongoing investigation.”
He added that Meena was addicted to online betting and card games like “teen patti” and lost $7 lakh in the last few months, prompting him to frequently borrow money to maintain his habit.
Horrifying details about the rape and murder
According to a senior police officer cited in an earlier HT report, Meena entered the house at 6.39 am on Wednesday using the smart key. He told investigators that after entering, he went to the victim’s room on the fourth floor.
Mina told police that the victim was studying when he broke into her room and attacked her when she refused to give him money.
The report quoted one of the officers as saying: “He said he immediately asked for money to pay off the debt, but she refused and asked him to leave. They argued, after which she started calling her father. Before she could do so, he first squeezed her throat, then used a charger cord to strangle her, then attacked her with a water bottle and a lamp on her head. She lost consciousness.”
“Rape the victim while she is conscious.”
Mina then allegedly raped her “while she was still alive, but unconscious” and then dragged her down the stairs in an attempt to use her biometric data to open a fingerprint-protected safe. A second officer said: “He knew that the lock could only be opened using the fingerprints of the four family members. Then he tried to use her finger to open the lock, but he failed. Therefore, he broke it using a heavy object.”

A post-mortem examination confirmed that the victim died of strangulation after a violent assault, according to a senior official at the All India Institute of Medical Sciences (AIIMS), where an autopsy was conducted on the victim.
The official, who requested anonymity, said the body bore multiple external injuries, including abrasions and bruises to the arms, hands and legs, along with multiple lacerations and abrasions to the face and a broken nasal bone.
An autopsy of the neck revealed intramuscular hemorrhages in multiple muscles, and both thyroid cartilage horns were fractured. “The deceased died of suffocation after the assault,” the official said, according to an earlier HT report. Multiple samples were sent for forensic examination to confirm that a sexual assault had occurred.
