Cybersecurity incidents affecting government and financial institutions have more than doubled in two years, rising from 11.46 lakh incidents in 2023 to 24.38 lakh incidents in 2025, according to data shared by the Ministry of Electronics and IT in Parliament on Friday.
According to data tracked by the Computer Emergency Response Team of India (CERT-In), the ministry reported that 11.46 lakh incidents were observed in 2023, rising to 18.73 lakh in 2024. By 2025, the number of recorded incidents had increased to 24.28 lakh incidents.
“The government is committed to ensuring an open, secure, reliable and accountable cyberspace. Several legal, technical and administrative measures have been implemented to address the cybersecurity challenges in the country,” Union Electronics and IT Minister Jitin Prasada said in a written response to a question from Congressman Jose K Mani.
In 2022-2023 alone, 50 government websites were hacked with eight data leak incidents.
On the issue of security measures taken against such threats, Prasada outlined the response structure centered around the Emergency Emergency Response Team (CERT-In) as the nodal agency.

“CERT-In runs an automated cyber threat exchange platform to proactively collect, analyze and share customized alerts with organizations across sectors to take proactive actions to mitigate threats from them,” he said.
Key measures taken by the ministry included the National Cyber Coordination Center for real-time threat detection, response teams like CSIRT-Fin and CSIRT-Power for specific sectors and Cyber Swachhta Kendra (CSK), a citizen-centric service provided by CERT-In.
“The National Cyber Coordination Center (NCCC), implemented by CERT-In, scans cyberspace to detect cybersecurity threats. CSK is a botnet cleanup and malware analysis center that helps detect malware and provides free tools to remove it,” Prasada said.
“The CERT-In has formulated a cyber crisis management plan to counter cyber attacks and cyber terrorism for implementation by all ministries/departments of the central and state governments and their organisations,” Prasad said, adding that the CERT-In has constituted 237 security audit organizations to support and review the implementation of information security best practices.
