The India Chip project, a 60:40 joint venture between HCL Group and Taiwan’s Foxconn facility in Uttar Pradesh (UP), will help make the state a “tech powerhouse”, Prime Minister Narendra Modi said on Saturday, adding that India aims to be self-reliant in chip manufacturing, and the focus remains on building a strong domestic semiconductor ecosystem.
The joint venture is setting up India’s first outsourced semiconductor assembly and testing (OSAT) facility at the Yamuna Expressway Industrial Development Authority (YEIDA) in Jewar, Uttar Pradesh at an investment of Rs 3,700 crore, and is expected to be operational by 2028.
Modi said that the nation is already moving ahead today with this mega program to strengthen India’s semiconductor ecosystem. He said: “India is now striving to stand alongside the world’s major countries in providing the processing power required to run the modern world, while at the same time working on the software and hardware aspects.”
The Prime Minister reiterated his vision of the current decade as India’s Decade, stating that investments in green energy, space technology, digital technology and artificial intelligence will form the foundation for 21 economies.streetCentury capacity. He further stated that India is making unprecedented investments in all the technology that will define the future of humanity and the development of this robust semiconductor ecosystem in India is a prime example of this.
India Chip’s state-of-the-art facility will produce display engine chips and is expected to create over 3,500 direct and indirect jobs, build local supply chains, and attract ecosystem partners across the semiconductor value chain.
With a planned capacity to process 20,000 wafers per month, the facility will play a pivotal role in meeting India’s growing domestic demand for semiconductor components while promoting a resilient and self-reliant semiconductor supply chain, the company said.
The foundation stone was laid by the Prime Minister (virtually) in the presence of Uttar Pradesh Chief Minister Yogi Adityanath and Electronics and IT Minister Ashwini Vaishnao.
Speaking on the occasion, UP Chief Minister Yogi Adityanath said Jewar has become a jewel not only of UP, but also of the country. The development of UP will depend on the Prime Minister’s vision for chips, he said.
“Noida/Greater Noida has become a hub not only for mobile device manufacturing but also a leader in electronic components manufacturing. Under the vision of the Prime Minister, Uttar Pradesh is expanding with skills and speed, which is now evident,” the Prime Minister said.
Meanwhlile Vaishnaw said that UP currently contributes 50 per cent of the country’s mobile phone manufacturing and 25 per cent of the total electronics manufacturing.
“Even today, mobile phones, laptops, etc. were manufactured here, but now chips will also be added from here. In one month, Rs 3.60 crore will be released from this facility… There are 18 colleges in UP where youth/students are trained in chip design. There are places where students can participate in chip design,” Vaishnau added.
Roshni Nadar Malhotra, Chairman, HCL Group, said: “This project represents an important new chapter in HCL Group’s growth story and builds on its strong engineering heritage, which has long contributed to India’s technology and manufacturing ecosystem.
“I think developing this ecosystem is going to be critical for demo/OSATs because as I understand it, it leads to securing supply chains around rare earths and some, which is going to be critical to building a semiconductor ecosystem,” she added.
