The draft memorandum of understanding between the United States and Iran includes provisions for an immediate halt to military operations on multiple fronts, the lifting of sanctions on Iranian oil exports, the reopening of the Strait of Hormuz, and a reconstruction package worth at least $300 billion for Iran, according to details published by Iran’s semi-official Mehr news agency.The document, which was not officially published by Washington or Tehran, is expected to form the basis for a broader peace process after the initial agreement announced by US President Donald Trump and Iranian officials. The memorandum is scheduled to be officially signed in Switzerland on June 19.Reported details indicate that the agreement focuses on ending hostilities and creating conditions for a second phase of negotiations that would address Iran’s nuclear program, sanctions, and economic recovery.Iran’s Supreme National Security Council confirmed that the final touches to the memorandum of understanding had been put in place after months of negotiations, which it described as “Islamabad negotiations,” in reference to Pakistan’s role in mediation efforts.The Council said in a statement: The Islamic Republic of Iran, under the leadership of its martyred leader, has completed its superiority over the American-Zionist enemy, and with the measures of the Supreme Leader of the Islamic Republic (may God protect him), the support of all the people and the tireless efforts of the Mujahideen of Islam, after a difficult and intense period of negotiations that lasted several months, and based on the decision of the Supreme National Security Council, the text of the memorandum of understanding regarding ending the war negotiations was finalized. (Islamabad negotiations) between Iran and the United States on the evening of June 14.”
The statement added: “Based on the agreements reached, the war and military operations on all fronts, including Lebanon, will end immediately and permanently as of tonight. In addition, the naval blockade against Iran will end immediately and completely.”“This memorandum of understanding will be officially signed on Friday, June 19,” she added.Iran also indicated that negotiations on the final settlement will not begin until Washington fulfills the main obligations stipulated in the memorandum.
What are the 14 items?
According to Mehr News Agency, the draft memorandum includes the following provisions:
- An immediate and permanent cessation of military operations on all fronts, including Lebanon.
- The United States’ commitment not to interfere in Iran’s internal affairs and to respect Iranian sovereignty.
- The naval blockade will be completely lifted within 30 days.
- Withdrawal of US forces from areas surrounding Iran.
- Reopening the Strait of Hormuz within 30 days under Iranian arrangements.
- – Suspending sanctions on Iranian oil, petrochemical products and related exports.
- Full Iranian access to revenues generated from energy exports.
- The commitment of the United States and its allies to provide reconstruction plans worth at least $300 billion to Iran.
- A 60-day negotiating period to reach a final agreement on nuclear issues and broader sanctions relief.
- Renewing Iran’s commitment under the Nuclear Non-Proliferation Treaty not to produce nuclear weapons.
- The United States’ commitment not to increase military deployment in the region and not to impose new sanctions during the negotiations.
- – Release $24 billion in frozen Iranian assets during the negotiation period, with half of it released before the talks begin.

Mehr also stated that final negotiations will not begin until three conditions are met: the release of half of Iran’s frozen funds, the suspension of sanctions on Iranian oil exports, and the lifting of the naval blockade.
The nuclear program remains unresolved
Although Trump declared that the agreement with Iran is “now complete,” the aforementioned memorandum appears to leave the most controversial nuclear issues unresolved.The document is said to reiterate Iran’s commitment not to produce nuclear weapons but does not set limits on uranium enrichment, dismantling of nuclear facilities, or additional inspection mechanisms beyond existing commitments.Instead, these issues are expected to be negotiated during a separate process 60 days after the memorandum enters into force.The draft also reportedly narrows the scope of future talks.
According to Iranian accounts, the discussions will be limited to enriched nuclear materials, enrichment activities, sanctions relief, and economic reconstruction.Iran’s missile program and support for regional armed groups have reportedly been taken off the agenda.
Iran sets conditions before final talks
Iranian Deputy Foreign Minister Kazem Gharibabadi said earlier that negotiations on the final agreement will not begin until Tehran verifies that Washington has fulfilled its obligations under the memorandum.Iranian state media also reported that the release of frozen assets, easing sanctions and removing maritime restrictions are prerequisites for any detailed negotiations.The agreement comes after more than three months of conflict that has disrupted energy markets, pushed oil prices higher and heightened tensions across the Middle East.While the aforementioned memorandum sets out an ambitious framework for ending hostilities, basic details have yet to be verified, and the full text has yet to be officially published by the two governments.
