Chief Minister Rekha Gupta on Sunday announced that the Delhi government will soon implement the amendments brought by the Center to the Central Motor Vehicles Rules, 1989. The move is being implemented for a structured mechanism to resolve traffic challenges, simplify implementation and improve compliance.

While the timeline for implementing this system has not yet been determined, officials said they plan to roll out the changes soon.
The Prime Minister said the new system is designed to be fully digital, time-bound and accountable. “This will ensure better adherence to traffic rules and help reduce road accidents,” she said.
Under the revised system, violators will no longer be able to directly approach the courts to challenge the challenge, officials said. As per the Motor Vehicles Rules, the violator will have 45 days to either pay the fine or appeal it before the grievance redressal officer through the online portal. If no action is taken within this period, the challenge will be deemed accepted, and payment must be made within the next 30 days, officials said.

Anyone who commits five or more traffic offenses a year will be classed as a ‘serious offender’. The CM explained that such cases may lead to suspension or loss of driving license under the amended rules.
Violations captured through cameras and digital surveillance systems will automatically generate challenge. If the department has the violator’s cell phone number, the email will be delivered within three days, while a physical notice will be delivered within 15 days, officials said. All challenges will be recorded sequentially on the portal.
The Prime Minister also advised motorists to update their mobile numbers and addresses on their driving license and RC vehicles to avoid inconvenience.
Under the new system, police or licensed officers can issue physical or electronic calls.
Officials explained that if the grievance redressal officer rejects the challenge, the individual can either pay the fine within 30 days or approach the court after depositing 50 percent of the penalty.
Failure to act within the specified time will result in the challenge being treated as accepted, and payment must be made within 15 days thereafter. Payment can be made through electronic modes. The grievance redressal officer will be asked to upload the decision on the portal within 30 days, officials said.

Once the deadlines pass, daily electronic notifications will be issued, CM Gupta said. Continued non-payment will result in restrictions on all vehicle-related services, including paying taxes and processing driver’s license or registration-related applications.
The vehicle will be marked on the portal as “untransactionable”, effectively blocking any further transactions until the receivables are settled. In cases where necessary, under court orders, police or authorized officers may also impound the violating vehicles, officials said.
All alerts will be issued in the name of the vehicle owner, who will be notified via SMS, email or other digital means.
CM Gupta said the move aims to reduce violations, improve road safety and bring transparency through a fully digital process.
