Addressing the census collectors, the Chief Secretary said that the 2027 Census will mark a historic milestone as it will be the first ever fully digital census in the country.

The entire exercise will be conducted through a dedicated field data collection mobile application, ensuring real-time data capture, enhanced accuracy, transparency and faster processing.

He informed that the House listings will begin from May 11 across the state.

He added that within the framework of the digital initiative, the self-counting process will begin 15 days before the start of household listing operations, which will enable citizens to voluntarily submit their data electronically through the platform designated for that purpose.

The Chief Secretary directed all district collectors to ensure comprehensive geographical coverage, stressing that no household, dwelling, remote settlement, tribal village or urban slum should be excluded from the census process.

He stressed that special attention must be paid to inaccessible and vulnerable areas to ensure full and comprehensive coverage.

He stated that the success of a complete digital census depends on technological competence and the preparedness of field staff.

Rao also emphasized adherence to timelines, maintaining data quality standards, transparency in operations, and seamless technology integration at every stage of the census process.

He instructed the collectors to closely monitor preparatory activities and proactively address logistical or operational bottlenecks.

Director of Census Operations, Bharati Holikeri, also attended the meeting.

Holikeri, who provided a detailed overview of the operational framework, spoke about the integration of advanced digital systems, including mobile-based applications and back-end monitoring mechanisms, to ensure seamless and secure data collection.

The statement added that the director also briefed the collectors on field-level preparatory activities such as finalizing counting blocks, verifying jurisdictional boundaries, machine readiness, and coordination with local authorities to facilitate uninterrupted field operations.
