The UAE is taking a firm stance against the illegal possession, use and trade of fireworks, warning residents that violations could result in a fine of no less than 100,000 dirhams and imprisonment of at least one year under federal law.

Authorities are intensifying efforts to curb unlicensed fireworks activity as safety concerns grow among police and civil defense officials across the Emirates.

United Arab EmiratesNew federal law on illegal fireworks

According to the authorities, Article 54 of Federal Decree Law No. 17 of 2019, regarding the regulation of weapons, ammunition, explosives, military materials, and dangerous materials, is considered an essential element in implementing these penalties. Under this law, fireworks are treated as explosive devices, and handling them without the proper license is prohibited and punishable by law.

Policymakers stress that punishment is not limited to just using fireworks. Individuals caught trading, importing, exporting, transporting or even manufacturing fireworks without a permit are subject to the same legal risks. The penalty could include a fine of not less than 100,000 dirhams, imprisonment for at least one year, or both, according to the court ruling.

Why did the authorities ban illegal fireworks?

Officials say the strict measures are aimed at protecting residents, especially children, from the dangers of fireworks that are often underestimated.

Safety campaigns conducted in recent weeks have highlighted how fireworks can cause severe burns, permanent injuries and panic in residential neighbourhoods, especially when used without supervision or proper safety measures.Police forces stressed that these laws remain important throughout the year, and not just during holiday seasons such as Ramadan, Eid or Diwali, when demand for fireworks traditionally rises.

In past years, similar warnings have been issued before festival periods, reminding residents that using or selling fireworks without a license is illegal and can have serious consequences under UAE law.Safety teams including civil defense units and local police regularly monitor markets and public areas to ensure compliance, urging residents to report illegal activity by calling emergency numbers such as 999 or using non-emergency channels such as 901.

What should residents know?

The legal framework in the UAE is designed to strike a balance between public safety and cultural observance. While officially sanctioned fireworks displays are permitted after approval by relevant authorities, private possession and use of fireworks without a permit remains illegal. Law enforcement agencies are proactively reminding communities that even seemingly small fireworks can fall under the definition of explosives if not regulated.Officials continue to encourage families and celebration organizers to prioritize safety, seek licenses when appropriate, and stay informed of legal requirements to avoid accidental violations. As public awareness increases through campaigns and official notices, the hope is that residents will stay away from illegal fireworks, reducing the potential for injuries and legal problems in the UAE.
