Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Saturday inaugurated the Bhubaneswar-Cuttack-Puri-Paradwip Economic Zone (BCPPER) corridor, an initiative that is part of the larger Odisha Vision 2036 and 2047 strategy and aligned with the Centre’s Urban Economic Zone Programme.

(x)Addressing the gathering, CM Majhi said that the region currently contributes about 19% to Odisha’s economy, with a combined economic size of about USD 22.38 billion as of 2025. He reiterated the government’s estimate that the integrated region could expand to USD 500 billion and expand into India’s “new star” economy by 204.

Highlighting Bhubaneswar’s technology ecosystem, Cuttack’s business heritage, Puri’s cultural and tourism appeal and Paradwip’s port-centric logistics and industrial base, Majhi said, “We are connecting these four regions with a common growth plan.

Plans sanctioned under the economic zone include the construction of three ring roads of around 645 km, aimed at improving road connectivity between economic nodes. Under this framework, a 432-km Capital Ring Road will connect Paradip with Puri to Tangi, Saptasajya and Rameshwar, while additional inner and outer ring roads spanning 65 km and 148 km around Bhubaneswar and Cuttack will be constructed.

Rail infrastructure includes proposed lines between Puri and Konark (about 32 km) and Konark to Bhubaneswar via Nimapara (about 70 km), which are expected to facilitate passenger mobility and freight movement.

These connectivity investments are expected to be linked to larger national initiatives such as PM Gati Shakti and the City Economic Region (CER) scheme, under which the corridor is included and an allocation ₹5,000 crore has been allocated for phased implementation.

Officials said key components under consideration include smart city extension, industrial townships and dedicated investment zones. For example, proposals under the BCPPER roadmap have previously mentioned plans for a 426-acre “New Cuttack City” with eco-parks and modern infrastructure to boost urban competitiveness and attract talent and capital.

With major economic bodies supporting the growth potential of the corridor, the NITI (National Institution for Transforming India) Commission estimates that the BCPPER could be at the center of its ambitions of a USD 500 billion economy by 2036 and a USD 1.5 trillion economy by 2047, depending on the timing of reformulation and policy projections.
