Unwritten social rules, not government oversight, help keep forest lands sustainable
Slash-and-burn agriculture has been blamed for the destruction of rainforests, but a study of 18,000 forest plots found that community rules can limit tree clearing and allow the trees to return.Research published in the Proceedings of the National Academy of Sciences shows that unwritten social rules in small communities keep land use in check, providing food while protecting the long-term health of forests.The global study was led by Sean Downey, associate professor of anthropology at Ohio State University. I looked at pig farming, which is one of the oldest ways humans farm. About 10,000 years ago, villagers in warm climates cut down small plots of trees, burned dry branches to nourish the soil, and planted crops until the land needed a rest.Many critics have long claimed that the practice destroys entire rainforests, but satellite images and computer models show a different picture.
How unwritten rules protect trees
The research team brought together experts in anthropology, physics, mathematics, and satellite imagery to study agricultural sites throughout Central and South America, sub-Saharan Africa, and parts of Asia. They traced how people chose land and shared daily labor.In traditional villages, a farmer cannot clear a plot of land on his own and needs help from neighbors. This reliance on local assistance keeps farmland sizes small.“If a farmer asks for too much — for example, a 20-acre (8-hectare) field instead of a 2-acre (0.8-hectare) field — fewer people will show up to help,” Downey said.
Without adequate help, the farmer cannot clear the large plot of land. Over time, this unwritten social rule teaches everyone to demand smaller fields, keeping the total forest area cut down.This shared sense of right and wrong guides daily actions. This process fits with the work of Nobel Prize-winning economist Elinor Ostrom, who demonstrated that small cities can protect shared nature through peer pressure and refusal to help, rather than relying on formal laws or police.“Until now, there haven’t been many formal models that can show how small-scale communities organize land without top-down rules,” Downey said.When farmers work together through these local customs, the forest forms an incomplete mosaic pattern that avoids permanent damage.
Patchwork forests along the border
Downey began looking more closely at Belize in the early 2000s. Satellite maps showed a clear difference on the country’s border with Guatemala.
On the Guatemalan side, vast areas of forest have been completely cleared in favor of cattle fields. On the Belizean side, where Maya villages live, the map is covered in a healthy mix of small fields and growing trees.In Belize, the farming steps follow a simple pattern. Farmers cut a small area and let the wood dry. Burning dry wood returns carbon to the dirt, acting as a natural fertilizer.Crops such as corn are planted when the rains begin and are harvested for a year or two until the soil loses its strength.
The field is then left alone, giving the forest time to grow back.“It is a cyclical pattern of reciprocal exchanges of agricultural labor, social norms that help regulate land use, and fire and ecosystem services that replenish the fertility of cleared forest patches,” Downey explained.
Clearing small areas helps wildlife
The study revealed that this farming method does not automatically destroy the soil. Clearing small areas can actually bring in a greater variety of plants and animals than leaving an old-growth forest completely untouched.“When you create polluted patches, you create a new ecological niche during the fallow stage where different species thrive, and you end up with higher levels of biodiversity across the landscape than you would in a mature forest alone,” Downey said.Cutting too much land will turn dense forest into open pasture. However, taking breaks between small harvests gives various plants and wildlife new places to grow.
Helping rural communities protect land
These results give clear ideas for global climate and environmental protection policies. They show that legal prohibitions and government regulations often ignore how successful local customs actually are.“The bottom line for policymakers is that small-scale rural communities have the capacity to manage community forests in sustainable ways, and they need support to solve problems using their customary practices,” Downey said.
“It will look different in Belize than it does in Africa or Indonesia.”

Slash-and-burn agriculture, or shifting cultivation, is an ancient agricultural technique used by approximately 200 to 300 million people globally, especially in tropical forest areas. The process begins during the dry season when farmers remove small plots of forest trees and wild plants. This cleared material, called ‘slash,’ is left on the ground to dry before being burned come the rainy season.
The resulting layer of ash acts as a rich natural fertilizer, pumping essential nutrients such as potassium, calcium and phosphorus into the tropical soil.
Additionally, the high heat generated by the fire kills weeds, fungal spores and harmful insect pests in the topsoil, allowing crops such as corn, rice and cassava to thrive without synthetic chemicals.Because tropical soils lose fertility quickly, crops can usually only be harvested on a freshly plowed plot of land for two or three years. Once soil nutrients become low, farmers abandon the site and leave it “fallen” for 5 to 20 years. During this rest period, native seeds take root, deep tree roots pull minerals from the ground, and natural wild plants return to completely replenish the soil. When this rotation is applied with long enough rest cycles, it allows forest soils to recover naturally, enabling agricultural families to return to the same plot of land decades later without permanently destroying the surrounding land.
