Inside Tuvalu: This small island nation has just one airline, almost no tourists, and its future is threatened by rising sea levels.

Tuvalu is one of the least visited countries on Earth. One airline, Fiji Airways, operates the only scheduled round-trip flights, connecting to Fiji’s Funafuti Atoll several times a week, and there is no other way to reach the country by air.

The entire country consists of nine atolls covering about 26 square kilometres, is smaller than many major airports, and is home to just under 11,000 people. Life here has always moved differently from most parts of the world, shaped by close community relationships and a cash-based economy in which the first ATMs were only recently installed. But scientists now warn that Tuvalu faces a much bigger question than isolation: whether the country will remain habitable at all as sea levels continue to rise.

Why Tuvalu is one of the most vulnerable countries on Earth

The islands of Tuvalu lie at an average elevation of only about two meters above sea level, among the lowest of any country on the planet. According to a technical report titled Assessing Sea Level Rise and Associated Impacts in Tuvalu, prepared by NASA’s Sea Level Change Team in support of the UN-backed Rising Nations Initiative, Tuvalu has already begun to experience measurable impacts from the combined impacts of sea level rise, storms, and natural ocean variability, impacts that the report expects will worsen in the coming years.

What NASA’s analysis actually found

According to NASA’s Jet Propulsion Laboratory, Pacific island nations including Tuvalu, Kiribati and Fiji will see sea levels rise by at least 15 centimeters over the next 30 years, a number the agency describes as effectively constant regardless of whether global greenhouse gas emissions change. The analysis was conducted by researchers at the University of Hawaii, working alongside scientists from Colorado University and Virginia Tech, at the request of the Pacific Island governments themselves, and in coordination with the US State Department.

Sea levels will continue to rise for centuries, leading to more frequent flooding in coastal communities across the region regardless of near-term emissions decisions, noted Nadia Vinogradova-Schafer, who directs ocean physics programs in NASA’s Earth Sciences Division.

The rising tide is already visible on land

Grace Mali, a youth leader from Tuvalu participating in the Rising Nations Initiative, told NASA that science and accurate data can help her community understand exactly what these sea level projections mean in practice, adding that this information also supports the early warning systems the country is actively developing.

Maley described the risks clearly, saying that the future of Tuvalu’s youth is already at stake, and that climate change is a matter of justice and survival, not just an environmental concern.

NASA researchers have noticed a real lack of on-ground measurement data in Pacific nations like Tuvalu, which is part of the reason the agency has begun combining satellite-based sea level data with ground station measurements and mapping more detailed land elevations specifically for these vulnerable coasts.

Daily life on a shrinking runway between the ocean

Despite the scale of the threat it faces, Tuvalu remains almost completely disconnected from global tourism. Fiji Airways is the only carrier serving the country, and flights operate only a few times each week between Funafuti and Fiji, making Tuvalu one of the most difficult countries in the world to simply visit. Funafuti International Airport itself is modest by international standards, a single terminal located so close to the surrounding village that locals can walk directly onto the runway when there is no flight scheduled.

A monetary economy that has only recently been updated

Until recently, every transaction in Tuvalu, by locals and visitors alike, had to be done entirely in cash, as the country had no ATMs anywhere on its islands. That changed in April 2025, when Tuvalu National Bank, the country’s only bank, installed the country’s first five ATMs on Funafuti, including machines at Vaiako Village and the airport itself. Prime Minister Feliti Teo described the moment as an important milestone for the country, while the bank’s Director-General, Siosi Teo, described it as a transformative shift that would open doors to broader economic participation for Tuvaluans.

Even with this change, banking infrastructure across the country remains very limited compared to almost anywhere else in the world.

Why would a nation of this size take such huge risks?

Whatever infrastructure changes are coming, the primary threat facing Tuvalu remains the same one that NASA’s sea level science team has been documenting for years: a slow and largely irreversible rise in sea level, which threatens not only periodic flooding, but the long-term habitability of the country itself. With no natural rise to fall back on and limited land available for adaptation, Tuvalu has become one of the clearest real-world test cases for what sea level rise means for entire countries, not just coastlines, making its sleepy, rarely visited atolls the subject of growing scientific and diplomatic interest beyond their small population and remote location in the middle of the Pacific.
