Lok Sabha Speaker Om Birla will present the jurists’ report on the charges to Allahabad High Court judge Yashwant Varma during the next monsoon session of Parliament, which will last from July 20 to August 13.

Parliamentary Affairs Minister Kiren Rijiju announced the schedule on Saturday, tweeting: “On the recommendation of the Government of India, Hon’ble President Draupadi Murmu has approved the recall of both Houses of Parliament for the 2026 monsoon session.”
He added that the session will begin on July 20, 2026 and continue until August 13, 2026 to conduct meaningful discussion and discussion and make decisions on issues of national importance.
The session is expected to be a stormy one as the Opposition, led by Leader of Opposition Rahul Gandhi, is set to raise the issue of theft of donations at Ram Mandir and demand the resignation of Education Minister Dharmendra Pradhan over question paper leaks and alleged irregularities in exams, according to two senior opposition leaders, who requested anonymity.
The opposition is also scheduled to raise its allegations of “vote theft” and the role of the Election Commission during the session. Twenty-four opposition parties have written to Chief Justice of India Surya Kant over election malpractices and alleged bias of the Election Commission.
In the run-up to the session, the Speaker is also expected to decide on two merger requests: 20 rebel Trinamool Congress MPs want to join the National Citizens Party of India (NCPI), while six Shiv Sena (Uddhav Balasaheb Thackeray) legislators are keen to merge with the Shiv Sena faction led by Eknath Shinde. With the DMK out of the India bloc, the ruling NDA could move closer to a two-thirds majority if the Speaker approves the proposals.
Speaking to selected media at the historic city hall on Saturday, Birla said: “I will submit the report on Justice Varma in the House during the session. Many parties want it to be submitted. It is a sealed report.”
Birla stated that it was not his responsibility to push for further action on the report. “The motion to impeach Justice Varma has been moved by several parties. Political parties can discuss among themselves to take a call.”
According to two officials, the House of Representatives can take up the impeachment proceedings against Justice Varma if there is political consensus between the parties.
The submission of the report assumes significance as Justice Varma’s resignation was not accepted by President Draupadi Murmu and he is still listed as a judge on the Allahabad High Court portal.
A senior BJP lawmaker noted that if the report is submitted to the House, it will be up to the lawmakers to decide the next course of action. “The judge could still be removed because his resignation has not yet been accepted,” the leader said.
A controversy erupted in March 2025 when a cache of cash was discovered after a fire broke out at the residence of Justice Varma, who was then a judge of the Delhi High Court. The dispute over the discovery of cash led to several steps, including a preliminary inquiry by Delhi High Court Chief Justice D K Upadhyaya, withdrawal of judicial action from Justice Verma in the Delhi High Court, and later transfer of judicial action to the parent court, the Allahabad High Court, without judicial action.
In July 2011, Justice B D Dinakaran of the Sikkim High Court tendered his resignation while facing impeachment proceedings. After his resignation, Vice President Hamid Ansari dissolved the three-member committee that investigated corruption charges against him. Birla received the report on Verma from the three-member committee on May 18.
While the government is yet to publish its legislative agenda for the upcoming monsoon session — having deleted it during the Budget session as well — Rijiju noted that the Constitution Amendment Bill to automatically remove ministers jailed for heinous crimes is high on the agenda.
The joint committee reviewing the draft law amending the constitution and two complementary pieces of legislation is scheduled to adopt its report on July 17, three days before the House of Representatives convenes for the monsoon session. BJP MP and committee chairman Aparajita Sarangi told members that the draft report will be circulated on July 10.
The government will also have to replace the Supreme Court (Number of Judges) Amendment Act, 2026, with a bill to increase the number of judges of the Supreme Court to 37. Another piece of legislation, the Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha on March 25, 2026, during the Budget session, may be taken up for passage.
