The Prime Minister addressed the recruits via video conference and said that the newly appointed government employees would become “responsible partners” in India’s development journey and play a key role in realizing the vision of ‘Fixit Bharat’ by 2047.

Congratulating the recruits and their families, he said their success reflects not only personal effort, but also the contribution of the community and the nation.

He urged the newly appointed employees to work with sensitivity and commitment, and said that public service ultimately aims to improve the lives of citizens. “The nation has placed its trust in you,” he said, adding that government employees should view their work as a form of national service.

Referring to his recent visit to five countries, Modi said India’s growing international cooperation is creating new avenues of employment and technological advancement for Indian youth. He said discussions with companies and global leaders during the trip revealed widespread confidence in India’s technological advancement and the capabilities of its young workforce.

“The world is very excited about India’s youth and India’s technological progress,” he said.

Modi pointed to partnerships with countries including the Netherlands, Sweden, Norway, UAE and Italy in sectors ranging from semiconductors and artificial intelligence to green technology, maritime cooperation and critical minerals. He said that these agreements will generate new opportunities for engineers, technicians, researchers and skilled workers across India.

Modi also referred to an agreement involving Dutch semiconductor equipment company ASML and the Tata Group, which he said would help India enter next-generation technologies and create jobs on a large scale.

“Collaboration on clean energy, green hydrogen and sustainable manufacturing is helping India emerge as a major player in future industries,” he said.

Modi also said: “India is investing heavily in shipbuilding, aviation maintenance, electronics manufacturing… and developing a comprehensive semiconductor supply chain, and expects at least 10 major semiconductor units to emerge in the coming years.”

“India is also building a shipbuilding and repair ecosystem with investments worth approx $Rs 75,000 crore, which will increase the demand for skilled manpower, he said.

He added that the government is working to establish an integrated maintenance, repair and renewal system for the aviation sector, which opens another way to generate employment opportunities.

Referring to the production-linked incentives programme, Modi said India has witnessed record electronics production and job creation in recent years. He said that public and private sector investments ensure that young people have job opportunities within the country itself.

Modi also stressed the role of infrastructure development in accelerating economic growth and employment. “Over the past 12 years, India has rapidly expanded its railways, highways, airports, logistics networks, ports and digital infrastructure, helping small villages and towns connect with larger markets,” he said.

Modi also said rural transformation has improved opportunities for farmers, small traders and students, while schemes related to housing, electricity, sanitation and piped water have generated demand for workers and small enterprises. He said improving connectivity and digitalization reduce the urban-rural gap and boost local economies.

He said that the manufacturing, digital services, railways, defence, aerospace and startup sectors are creating opportunities at an unprecedented pace.

He stressed that the government is focusing on skills development and education related to industry and future technologies by strengthening institutions such as international technological institutes and national institutes for skills training.

Modi also noted the rapid expansion of India’s startup ecosystem and said, “The country now has more than 2.3 lakh recognized startups.” He said that growth is no longer limited to urban centers and that tier II and III cities are increasingly emerging as centers of innovation and entrepreneurship.

He also pointed to the increasing participation of women in entrepreneurship, noting the emergence of women-led startups and the impact of programs like Mudra and PM SVANidhi in supporting self-employment and financial independence among women.

The Prime Minister concluded his speech by reiterating the government’s slogan of ‘Nagrek Devo Bhava’ and said that the welfare of the citizens must remain at the center of governance.

He also expressed confidence that the new appointees will contribute to India’s development journey in the coming years.
