Rubio’s four-day visit to India is expected to focus on the Quadrilateral partnership, energy security, defense cooperation, trade and critical technologies.

The visit coincides with the meeting of the Quartet foreign ministers, which includes India, the United States, Japan and Australia. Discussions are expected to focus on Indo-Pacific coordination, defense cooperation, emerging technologies and supply chain resilience amid concerns about China’s growing influence in the region.

Energy security is scheduled to be a major issue during the visit. India continues to buy Russian oil at discounted prices, while the United States seeks to increase exports of liquefied natural gas and crude oil to India. Instability in the Gulf region and concerns about global energy flows are a factor influencing this matter.

Trade and investment discussions are also expected amid ongoing tariff disputes and friction over sanctions. Officials are likely to explore interim agreements and broader cooperation in sectors related to semiconductors, batteries and critical metals.

Defense cooperation will feature prominently in the talks. India already operates several US-origin defense platforms, including Boeing P-8 Poseidon aircraft, MQ-9B SkyGuardian drones, M777 howitzers, and C-17 Globemaster III transport aircraft.

Besides defense procurement, the two sides are expected to discuss joint production of military systems and cooperation in the field of artificial intelligence, semiconductors and space technology.
