The 10th Joint Central Secretariat (CCS) building, Kartavya Bhavan, under the Central Vista Redevelopment Project will be ready by September and the entire project is scheduled to be completed by April 2028, the Center said on Monday.

Presenting a timeline in the Rajya Sabha, Minister of State for Housing and Urban Affairs Tukhan Sahu said the project will conclude with the construction of CCS Buildings IV and V by April 2028, in response to a question by Leader of Opposition and Congress chief Mallikarjun Kharge.
Other key milestones include the completion of buildings six and seven by March 2027, followed by the rehabilitation of the northern block by August 2027, he said.
The eighth and ninth CCS buildings are scheduled to be completed by December 2027, while the maintenance and retrofit work of the south quadrangle will be completed by March 2028. The north and south buildings will be repurposed as the Yogi Yogin Bharat Museum.
In response to concerns about pollution during construction, Sahu said multiple control measures have been taken, including dust suppression nets, water spraying, covered transportation of materials and disposal of debris at licensed construction and demolition waste plants.
“A 12-metre dust barrier has been installed at all locations, while roads are being cleaned regularly,” he said, adding that officials from the Delhi Air Quality Management Committee and Delhi Pollution Control Committee are conducting inspections. Anti-smog guns and green blankets are also being used at project sites.
In August 2025, Prime Minister Narendra Modi inaugurated the first of the 10 CCS buildings, paving the way for the evacuation of the North and South blocks, which had served as the country’s administrative center for nearly a century.
Since February 13 this year, the Prime Minister’s Office has been operating from the Seva Tirth Complex, also known as the Executive Area on Dara Shikoh Road, instead of the South Block, as part of the redevelopment plan.
Within the framework of the Central Vista project, the government has already completed the construction of the new Parliament building, which hosted its first session in September 2023. Redevelopment of Rajpath, renamed Kartavia Path in September 2022; Vice President in April 2024.
To make way for the new buildings, old buildings such as Shastri Bhavan, Udyog Bhavan, Krishi Bhavan and Vigyan Bhavan will be demolished, while key heritage structures, including the old Parliament building, will be preserved and reused.
While the government has not disclosed the total cost of the project, a reply in Lok Sabha in February stated that the scheduled amount had been revised to $13,169.61 crore from $Rs 12,762.49 crore.
