Andhra Pradesh Chief Minister N Chandrababu Naidu on Saturday said that Indians are the best diplomats of any country in the world, given the current heightened geopolitical tensions.

Addressing a session on technology, governance and the future at the Raisina Dialogue 2026 organized by the Ministry of External Affairs and the Observer Research Foundation (ORF) in New Delhi, the Prime Minister said Indians have earned a strong reputation across the world for their ability to seamlessly integrate into societies and contribute positively wherever they live and work.

“Wherever you go in the world, you will find Indians. They integrate easily with local communities and contribute to the well-being of the global community. In this sense, Indians are among the best diplomats,” Naidu said.

The Prime Minister noted that previous migration from India was largely concentrated in places like Silicon Valley in the United States, but today Indians are present across continents and sectors, especially in the field of technology and innovation. He expressed confidence that India may soon witness a phase of reverse migration as economic opportunities and prospects continue to grow within the country.

He stressed that policy continuity, consensus-based governance and cooperative federalism were the key drivers of India’s strong growth trajectory. He lauded Prime Minister Narendra Modi’s leadership for ensuring consistency in policy making and building consensus on crucial national issues.

“Our Prime Minister is focused on building consensus on important issues. Consistency in policies is very important for long-term development. Stable policies not only give confidence to our stakeholders but also to the global community,” Naidu said.

He added that India is already growing at a rate of over 7% and has the potential to grow faster if the country continues to maintain stable policies and cooperative governance.

The Prime Minister also outlined Andhra Pradesh’s vision to build a strong deep tech ecosystem in Amaravati. He said the state is positioning itself as a hub for artificial intelligence, advanced data centers and quantum computing.

“The Quantum Valley initiative aims to create a world-class ecosystem for next-generation technologies and attract global research institutions, technology companies and startups,” he said.

Naidu said Amaravati is being developed into a creative and knowledge-based city with dedicated clusters like drone city, aerospace centers and electronics manufacturing parks.

He added that the state government is focusing on building world-class infrastructure and ensuring speedy approvals for investors, making Andhra Pradesh an attractive destination for global investments and technology development.

Regarding changing global demographic patterns, Naidu stressed the need for forward-looking population strategies. He said that many countries are facing the challenge of aging populations, while some areas in India, especially the southern states, are witnessing a decline in fertility rates.

Commenting on his political journey, CM Naidu said that three decades ago leaders used to encourage family planning, but today governments must discuss population management to ensure balanced demographic growth.

“The Andhra Pradesh government has introduced a population management policy aimed at encouraging sustainable population growth and addressing future workforce challenges,” he said.

During the session, Observer Research Foundation Chairman Samir Saran expressed interest in establishing the organization’s southern center in Amravati. Although ORF currently has centers in Mumbai, Kolkata and New Delhi, the next southern office could be located in Amaravati, Saran said.

Responding to the proposal, Naidu called on ORF to set up its center in the Andhra Pradesh capital and highlighted the upcoming Amaravati Global Leadership Center being developed in partnership with the Confederation of Indian Industry (CII).
