SHIMLA: The state government has ordered installation of electric vehicle charging stations across commercial, public and semi-public buildings and real estate projects under the Himachal Pradesh Town and Country Planning Rules 2026, officials said on Tuesday.

The move is in line with the model building bye-laws, which ensure the development of the state’s physical infrastructure along with the growing reliance on electric mobility, Rajesh Dharmani, Minister for Town and Country Planning, said in a statement here.

In order to further incentivize energy efficiency, the state government has strictly implemented the 2018 HP Energy Conservation Building Code and Code, Darmani said.
Under these regulations, specialist buildings including hospitality, healthcare, education and shopping complexes covering an area of 750 square meters or more will be granted an additional floor area ratio of 0.25 above the basic rate of 1.75, provided they comply with building code standards for energy conservation.
To ensure compliance, developers must now engage energy auditors certified by the Office of Energy Efficiency to inspect project designs and oversee construction phases before municipal authorities issue certificates of occupancy.
Addressing the economic framework of urbanization, Darmani detailed the 18th Amendment Rules, 2026, which sets regulated fees for Premium FAR in real estate projects.
Newly selected prices range from $3000 per square meter for up to 0.25 maximum installments, scalable to $7000 for ratios greater than 0.50.
This fee does not apply to previously completed projects with existing certifications; It will be mandatory for new complexes in ongoing developments and all upcoming real estate projects, providing developers the flexibility to purchase more FAR during the initial planning stages, the statement added.
