He stressed the need to strengthen border management, enhance vigilance against illegal activities, and coordinate inter-agency action to address concerns such as illegal constructions near border areas, illegal migration, counterfeit banknotes, encroachments, and unauthorized financial flows.

The meeting decided to conduct a door-to-door survey to verify individuals whose migration has been reported but are absent during verification, while ensuring that no genuine voter is mistakenly deleted.

Shah directed a zero-tolerance policy against illegal construction, especially in forests and uninhabited areas, and ordered the immediate removal of encroachments from areas designated as ‘no man’s land’.

It gave district judges enhanced responsibility for ensuring legal and financial compliance by all banks, including cooperative banks, within their jurisdictions. Shah said all banks must follow the compliance issued by the Reserve Bank of India, including reporting high value cash transactions and linking PAN to bank accounts.

He added that the Chief Secretary would review the compliance, especially with regard to cooperative banks.

The Union Home Minister also warned of strict action against sub-registration offices for non-reporting or defective reporting of high value real estate transactions or violations involving cash transactions beyond the stipulated norms.

He said the state government would raise the issue in the SLBC and along with the Reserve Bank of India would install currency note sorting machines in all bank branches along the border, while ensuring proper banking penetration in the border areas.

Shah ordered that district judges check major business enterprises to ensure that funding sources are legitimate and not linked to illegal activities.

He added that in cases of purchase of properties by suspicious elements, sources of financing, purchasing power and PAN details will be carefully examined.
