India is expected to formally join PAX Silica, the leading US initiative to build secure global supply chains for semiconductors and artificial intelligence technology, on Friday, people familiar with the matter said, amid efforts by both sides to rebuild ties.

The move comes as the two countries work to finalize a bilateral trade agreement and move forward with other initiatives to repair relations after a year of unprecedented tensions over the Trump administration’s trade and tariff policies.

US Ambassador Sergio Gore announced upon his arrival in New Delhi in January that India would be invited to join Pax Seleka. India’s exclusion when the initiative was launched last December was a cause for heartburn in New Delhi.

The formal signing of the Pax Celeka Declaration by India and the United States on Friday morning will be followed by an interaction between Gore and US Under Secretary of State for Economic Affairs Jacob Helberg.

Nine countries have so far signed the Pax Seleka initiative, including Australia, Israel, Japan, South Korea, Qatar, Singapore, the United Kingdom and the United Arab Emirates. The United Arab Emirates was the last country to sign the agreement, as it joined last month, while the other countries joined in December.

Pax Celica aims to create multi-layered partnerships to enhance supply chain security, address “forced dependencies” and “single points of failure,” and promote the adoption of trusted technology ecosystems, U.S. officials said.

Countries that have signed the Pax Silica Agreement will explore opportunities to develop pioneering projects across the global technology spectrum, including connectivity and infrastructure such as 6G, data centres, advanced manufacturing, logistics, minerals processing and energy.

US officials have described Pax Seleka as a “security-economic alliance created for the age of artificial intelligence” and organized around silicon, metals and energy as “shared strategic assets.”

The Pax Seleka Summit was held in Washington on December 12, when the first batch of partner countries signed the Declaration, which includes a shared vision for economic and technological cooperation across supply chains – from raw materials to semiconductors and artificial intelligence infrastructure – and a commitment to mutual prosperity and security.

“We recognize that a reliable supply chain is indispensable to our mutual economic security,” the Pax Celica announcement said.

“We also recognize that AI represents a transformative force for our long-term prosperity and that trustworthy systems are essential to protecting our mutual security and prosperity,” he added.
